Sustainability assessment about the bill aims at analyzing an impact on the bill's environmental, economic, and social effects, and impact on current and future generations across the four regions including intergenerational equity, social integration, improvement in the quality of life, and international cooperation. Legislative evaluation prioritizes the analysis focusing on effectiveness and efficiency, whereas sustainability assessment regards long-term equity important. For Germany, the country inserted the content on sustainability assessment into the Paragraph 1 of the Article 44 by revising Federal Common Duties Rules for Each Ministry (GGO). In the case of Switzerland, the country stipulated that an impact on the economic, social, environment and future generations should be completed into a bills reason create by the Fewdral Cabinet in accordance with the Article 2 of the Constitution and the Paragraph 141 of the Section 2 in the Parliament Act. Hence, the grounds are in place to substantialize the application of sustainability assessment upon legislative evaluation. Switzerland is deepening the content by unifying sustainability assessment procedures with general procedures of the legislative notice. In case of making a federal long-term plan, Federal Space Development Department usually reviews the plan (Vorhaben) thorough sustainability assessment. Screening results are collected to the federal cabinet primarily. When the plan is embodied in the final bill, it is reported to the parliament by being described as an official stance on the bill of the federal cabinet according to the Provision g of the Section 2 of the Article 141 in the Parliament Act. Since previous studies are insufficient on sustainability assessment analysis from the point of view of the legislative evaluation, a review on overseas cases and on the status will be able to derive many implications on the domestic applicability of sustainability assessment.

법안에 대한 지속가능성심사는 세대간 형평성, 사회적 통합, 삶의 질적 향상 그 리고 국제적 협력이라는 4개 영역에 걸쳐 법안의 환경․경제․사회적 영향, 그리고 현재 및 미래세대에 대한 영향을 분석대상으로 한다. 입법평가가 효과성과 효율성 중심의 분석을 우선시 한다면, 지속가능성심사는 장기적 관점의 형평성을 중요시하 는 개념이다. 독일의 경우 연방각부공통직무규칙(GGO)을 개정하여 제44조 제1항에 지속가능 성심사에 대한 내용을 삽입하였고, 스위스의 경우 헌법 제2조 및 의회법 제141조 제2항에 따라 연방내각이 작성한 법률안이유서에 경제ㆍ사회ㆍ환경 및 미래세대에 대한 영향을 기재하도록 규정함으로서, 입법평가시 지속가능성심사의 적용을 실체 화 함한 근거가 마련되었다. 스위스는 지속가능성심사절차를 입법예고의 일반적 절 차와 통일하여 그 내용을 점점 심화시킴. 대부분 연방차원의 장기적 계획을 수립할 경우 연방공간개발부가 지속가능성심사를 통해 계획안(Vorhaben)을 검토하는 것이 일반적이며, 심사결과는 일차적으로 연방내각이 취합하며, 최종적으로 법률안으로 구체화 될 때는 의회법 제141조 제2항 g호에 따라 연방내각의 법률안에 대한 공식 입장에 기술되어 의회에 보고된다. 이와 같은 독일과 스위스의 지속가능성심사에 관한 고찰을 우리나라의 통합적 입법평가 모델개발에 이론적 토대를 제시하고자 한다.
