This study analyzed the frequently appeared conflicts between a city assembly and an administrative executives in local government. which are rare in study academically. The method of study is a case study of KwangJu City and JeonNam Province. The results are as follow. First, lots of the causes of conflicts between a city assembly and an administrative executives are based on the right of budget composition and discussion, and also in related to the executing manpower right of a city assembly. Second, lots of conflicts relatively are happened by a city assembly and an administrative executives responds to the conflicts by the logic of domestication, holding ankles and the violation of an official authority but in a city assembly by the logic of assembly contempts and an infringement on its right. Third, the conflicts caused by an administrative executives were solved by itself under its own responsibilities and in case of a city assembly has also done them similarly as an administrative executives. The implication of this study is that an administrative executives needs to understand the essential role of a city assembly and have an attitude of assembly esteem, and also propose an institution building and application of a clear power usage for conflict management.

본 연구는 지방의회와 집행부간 빈번한 갈등발생에 비추어 지역에서 표출되는 갈등의 실증적 연구사례는 제한적이라는 점에서 지방의회와 집행부간 갈등사례내용을 분석하였다. 연구결과에 따르면, 첫째 갈등발생원인은 예산편성권과 예산심의권, 집행부의 의회인사권행사를 둘러싼 갈등이 다수이다. 둘째, 갈등유발은 지방의회와 집행부 양 기관중 지방의회 갈등유발이 상대적으로 많고, 집행부는 길들이기, 발목잡기 및 권한침해 논리로, 지방의회는 의회경시 및 권한침해 논리로 대응하고 있다. 셋째, 갈등해소는 집행부가 갈등유발행위를 한 경우, 집행부가 책임을 지고 갈등을 해소하고 있으며, 지방의회는 집행부와 유사하게 자신의 책임을 인정하면서 갈등을 해소하고 있다. 양 기관의 갈등관리 시사점으로 집행부의 의회역할 이해와 의회존중자세, 명확한 권한행사의 제도형성과 적용을 제안하였다.
