Social enterprise is a policy for creating sustainable jobs for the poor. So social enterprise policy needs collaboration among government agencies as well as private sector actors. The purpose of this study is to build the social enterprises from the viewpoint of governance through private-public networking. The framework for the analysis of social enterprises was drawn based on the perspective of governance by theoretical research. The achieve this purpose, this study categorized 3types. Researcher conducted case study as a main method for this study because researcher could find out subtle differences in operating system and performance. As a result more attention should be paid to the proper roles of government and private sector for the social enterprise. With this, this study could find the possibility form the governance through research processes.

본 연구는 사회적 기업과 참여기관들과의 지원․협력, 신뢰라는 상호관계를 통해 나타나는 사회적 기업의 특징을 사례를 통해 알아보는 것이다. 사례연구는 크게 두 가지 측면에서 접근되었는데, 사회적 기업의 등장배경, 목적, 조직, 재원을 중심으로 한 운영적 측면과 고용, 급여, 서비스를 중심으로 성과적 측면을 분석하는 것이다. 사회적 기업으로 육성되는 과정에서 지역의 대표적 자활조직이 중추적 역할을 한 시민주도형 기업, 기업으로부터 OEM방식으로 일자리창출을 한 시장주도형 기업, 그리고 지역특성에 맞는 전략모델을 설정한 정부주도형 기업사례를 통해 거버넌스 유형에 따른 시사점을 제시하였다.
