This article is to analyze factors influencing on local nonprofit role heterogeneity. I reviewed public goods theories, interdependence theory, entrepreneurship theories, trust-related theories, stakeholder theory. and categorized nonprofit role into service delivery, innovation, individual expression and specialization, political advocacy, social capital and community building, citizen engagement and democratization. After I selected independent variables as environmental factors(residents, nonprofit sectors), financial factors(per local government’s expenditure, fiscal self-reliance ratio of local governments, NGO current subsidy), community resource factors(per GRDP, university student ratio of residents). And I selected dependent variables as nonprofit role heterogeneity. A result of analysis say that nonprofit sectors, fiscal self-reliance ratio of local governments, per GRDP, university student ratio of residents are effective in explaining nonprofit role heterogeneity. On the other hand, residents, per local government’s expenditure, NGO current subsidy are not effective in explaining nonprofit role heterogeneity. I deducted implications as follows. I deducted implications as follows. Though there is interest and demand, it is not necessarily that nonprofits appear. Fiscal expenditure in local government don't lead to nonprofit role heterogeneity necessarily. More fiscal self-reliance ratio of local governments lead to less role heterogeneity because of weaker concentration in particular role. Local government must facilitate civic education of university and civil engagement, various ideal through life education.

본 연구는 우리나라 지방비영리조직의 역할이질성에 영향을 미치는 요인은 무엇인가를 살펴보는 것이 연구의 목적이다. 이를 위해, 지방비영리민간단체의 역할이질성에 영향을 미치는 요인을 파악하기 위한 분석 틀을 설정하여, 환경적 요인(지역주민수, 지방비영리민간단체의 영역이질성), 재정적 요인(1인당 주민세출액, 지방재정자립도, 사회단체교부금), 공동체 자원 요인(1인당 GRDP, 대학생 비율)의 구성요소로 설정한 세 가지 독립변수가 종속변수인 지방비영리민간단체의 역할이질성에 미치는 영향을 다중회귀분석방법을 활용하여 분석하였다. 분석결과, 환경적 요인 측면으로서 주민수는 지방비영리민간단체의 역할이질성에 미치는 영향관계는 유의하지 않는 반면에 지방비영리민간단체의 영역이질성은 유의한 것으로 나타났다. 재정적 요인 측면으로서 일인당 주민세출과 사회단체교부금은 지방비영리민간단체의 역할이질성에 미치는 영향관계는 유의하지 않는 반면에 지방재정자립도는 유의한 것으로 나타났다. 공동체 자원 요인 측면으로서 일인당 GRDP와 학생비율(교육수준)은 지방비영리민간단체의 역할이질성에 미치는 영향관계는 유의한 것으로 나타났다. 이를 토대로 연구의 시사점을 도출하였다. 첫째, 지역사회에서 특정 이익과 수요의 존재가 반드시 공급에 초점을 맞추는 비영리조직으로 출현되는 것은 아니라는 점이다. 둘째, 지방자치단체의 다양한 재정지출이 반드시 비영리조직의 이질성으로 대변되는 것은 아니라는 점이다. 셋째, 지방재정자립도가 높을수록 특정 역할에 대한 집중도가 떨어져 지역사회에서 비영리조직의 역할이질성이 줄어든다는 점이다. 넷째, 지방비영리민간단체의 역할이질성을 제고하기 위해서는 지방자치단체는 정책적으로 대학의 시민교육 기능을 강화하고 장기적으로 평생교육을 통해 시민관여를 촉진하고 다양한 사상들을 확산시키는 것이 필요하다는 점이다.
