As globalizaion in diverse fields is proceeding, mutual dependence of the international society get more deepen. In particular, a local government as a member of international community strengthen the international exchange and cooperation to keep pace with these international changes. The international exchange among local governments, however, often falls short of expectations of community residents despite its role of the driving force in the regional development. Therefore, this study analyzed the status of international exchange of local governments and evaluated its performance to propose new direction of the international exchange. The results have suggested followings. First, local governments must have expertise and continuity of the work by setting up a department of exclusive responsibility. Second, local governments need to discover international exchange businesses considering regional conditions to promote regional development. Third, the professionality of the person in charge should be improved. Forth, local governments ought to construct organic collaboration relationship with international exchange-related organizations. Lastly, local governments should inspect regularly the progress of the businesses and find solutions following identifying problems.

국제사회는 다양한 분야에서 글로벌화가 진행되면서 국가간의 상호의존 관계가 더욱 심화되고 있다. 특히 지 방자치단체는 이러한 국제사회의 변화 속에서 국제사회의 일원으로서 지방자치단체간 국제교류협력을 강화 해 가고 있다. 지방자치단체간 국제교류는 지역발전의 견인차 역할을 하기도 하지만 지역주민의 기대에 미치 지 못하는 경우도 있다. 따라서 본 연구는 지방자치단체의 국제교류사업의 실태를 분석하고 성과를 평가하여 국제교류의 새로운 방향 성을 모색하는데 목적이 있다. 본 연구의 분석결과를 바탕으로 지방자치단체의 국제교류의 시사점을 제시하면 다음과 같다. 첫째, 지방자치 단체는 국제교류 전담부서를 설치하여 업무의 전문성과 연속성을 확보해야 한다. 둘째, 지역 여건을 고려한 국제교류사업을 발굴하여 지역발전을 도모해야 한다. 셋째, 국제교류 업무 담당자의 전문성을 제고해야 한다. 넷째, 지방자치단체의 국제교류관련 기관과의 유기적인 협력관계(네트워크)를 구축해야 한다. 다섯째, 정기적 으로 지방자치단체 국제교류 추진 상황을 점검하고, 그에 따른 문제점을 파악하여 단계별로 해결방안을 모색 해야 한다.
