The purpose of this study was to suggest management plans for the avifauna conservation in and near Jingwan-dong wetland in Bukhansan National Park. We surveyed bird species and its numbers from 2005 to 2009, 2011 and 2013, the period of Bukhansan National Park monitoring, and looked for disturbance factors influencing bird diversity. Total 105 species and 694 individuals (peak count) were observed during the study periods, where dominant species was Paradoxonis webbianus and sixty two species were possible breeders. Eleven species of natural monument were observed in Jingwan-dong wetland, which is comprised of 84.6% of total thirteen species observed in the whole Bukhansan National Park region. Also, eight species of endangered species category II designated by Ministry of Environmental were found in this wetland, where these species are composed of 57.1% of total fourteen species in Bukhansan National Park region. The bird diversity indices have been continuously declined during the study periods maybe because several habitats have been damaged by transformation and development by humans. For effective prolonged conservation and management of Jingwan-dong wetland, we suggest 1) to reduce various human disturbances or to control this wetland by purchasing or long renting private lands, so that Jingwan-dong wetland must be directly managed by the National Park; 2) to register this area as ‘Wetland Protection Region’ by local government; 3) to survey population trends of bird species continuously; 4) to introduce cooperation systems with researchers, managers and civilians for wetland conservation and management.

본 조사는 서울시 은평구 진관동 북한산국립공원내 진관동습지와 주변지역에 대해 2005~2009년, 2011년과 2013년 조류현황, 조류 종 및 개체수의 연간 변화추이, 방해요인을 파악하여 진관동습지의 조류 보호를 위한 관리 방안을 제시하는데 그 목적이 있다. 7차년도 조사기간동안 진관동습지와 주변지역에서 관찰되는 조류는 총 105종, 694최대개체수로 조사되었다. 우점종 조류는 붉은머리오목눈이(Paradoxonis webbianus)였으며, 번식을 했거나 번식 가 능성이 높은 조류는 62종으로 조사되었다. 천연기념물 조류는 11종으로 북한산국립공원 전역에서 관찰되는 13종의 천연기념물 중 84.6%, 환경부지정 멸종위기 II급 조류는 8종으로 북한산국립공원에서 관찰되는 14종의 멸종위기 II급 조류 중 57.1%가 진관동습지와 주변지역에서 관찰되고 있다. 조사기간동안 군집분석결과 조류 종 다양성이 지 속적으로 감소하고 있는 것으로 분석되었다. 이는 습지와 주변지역에서 다양한 형태의 훼손과 개발이 진행된데 기 인한 것으로 판단된다. 진관동습지의 효율적 보호를 위해서는 사유지 매수나 토지 장기임대를 통한 국가의 직접 관 리가 필요하며, 습지보호지역 지정 같은 강력한 제도적 보호방안이 시급할 것으로 판단된다. 또한 향후 조류상 변 화를 면밀히 모니터링하고, 조사자와 공원 현장관리자간 유기적인 협력체계를 통한 효율적 보호관리시스템 도입이 필요할 것으로 판단된다.
