This study conducted a Delphi survey and AHP analysis to identify the roles of Private sector- Government-Academia agents and to list in detail the different aspects of forest education. These are crucial factors in establishing and implementing governance of the forest education provided by local governments. Based on the Delphi analysis, 16 roles of Private sector-Government-Academia agents and 40 detailed items pertaining to the forest education provided by local governments were identified. In terms of comparative importance, the main agents in order of priority are as follows: ① the central government (25.2%), ② forest education NGOs (17.3%), ③ local governments (11.8%), ④ teacher’s association (11.7%), ⑤ local schools (10.9%), ⑥ metropolitan and provincial offices of education (8.6%), ⑦ parent groups (6.3%), and ⑧ universities and research institutions related to forestry in the region (6.1%). The detailed role of agents categorized by the private sector, government, and academia are as follows: ① private sector: development of educational objectives and programs suitable for the location, accumulation of field experiences and re-education, fostering forest education participants and its mediator role with trainees, understanding and agreeing with the importance and need for forest education (parent groups); ② government: establishment of mid-long term strategies and plans for forest education, and installation of organizations responsible for forest education, support for activities—educational space for forest education within the region and forest, administrative cooperation between private organizations and local governments; ③ academia: provision of opportunities for participation in forest education, forest education research including effectiveness of forest education and policy suggestions for local forest education.

본 연구는 지방자치단체에서의 산림교육 거버넌스 구축·실행의 핵심적 요소라 할 수 있는 민·관·학 행위주체 의 역할영역과 세부항목 도출을 목적으로 델파이 조사 및 AHP분석을 실시하였다. 델파이 분석결과 지방자치단체의 산림교육을 위한 민·관·학 행위주체의 역할은 16개 역할영역과 40개 세부항 목이 도출되었다. 행위주체별 상대적 중요도 및 우선순위는 ① 중앙정부(25.2%) ② 산림교육NGO(17.3%) ③ 시·도지사 및 산림관련 행정부서(11.8%) ④ 교사협의회(11.7%) ⑤ 지역학교(10.9%) ⑥ 시·도 교육청(8.6%) ⑦ 학부모단체(6.3%) ⑧ 지역 내 산림 관련 대학 및 연구소(6.1%)로 나타났다. 그리고 40개 세부역할을 민·관·학 집단별로 살펴보면 ① 민(民) : 교육대상 및 장소에 적합한 프로그램 개발(산림교육NGO), 다양한 현장경험의 축적 및 재교육(산림교육NGO), 산림교육주체와 피교육자와의 매개체 역할(교사협의회), 산림교육의 중요성 과 필요성에 대한 이해와 합의(학부모단체) 등 ② 관(官) : 산림교육에 대한 중·장기 전략·계획 수립 및 산림교 육 담당기구의 설치(중앙정부), 지역 내 산림교육을 위한 교육공간과 숲해설가 등의 활동지원(시·도지사 및 산림관련 행정부서), 민간단체 및 지방자치단체와의 행정적 협력(시·도교육청) 등 ③ 학(學) : 산림교육 참여 기회 제공(지역학교), 산림교육 효과분석 등의 산림교육연구 및 지역 산림교육을 위한 정책제시(지역 내 산림 관련 대학 및 연구소) 등 이었다.
