In Korea, the rate of aging is proceeding very rapidly. And we cannot find similar examples in the world. Although there are many policies for the elder welfare, that is not incomplete and there are many aged problems that include the abuse of the elderly. Actual assaulters of aging abuse is mainly their son, spouse, daughter-in-law and family. Most of them live together in one house. And the cause of that phenomenon is stress result from the sense of duty which they have to support their parents. Solving the abuse of the elderly problem with the welfare of the aged has a limit. So we should expand hyo welfare to support the children generation’s support. Hyo welfare is the aged welfare for the aged and the super ordinate concept of aged welfare that include devoted son’s welfare for the devoted son that is supporting their elder parents. From this, we should make parent supporters not to feel pressure but rewards. And we should try to reduce the abuse crime of the aged from the poin of correctional welfare as making devoted son feel their pride and feeling of solidarity of family as a devoted son.

우리나라는 세계에서 그 유례를 찾아볼 수 없을 만큼 고령화의 속도가 매우 빠르 게 진행되고 있다. 이에 다양한 노인복지정책을 마련하여 시행하고 있지만 아직은 미 진한 편이며 아직도 노인학대문제 등 다양한 노인문제가 발생하고 있다. 실제 노인 학대 가해자는 주로 아들, 배우자, 며느리 등 가족이며, 동거하는 가족이 절반 이상을 차지하고 있고 부모를 부양하는 자녀들의 부담감과 스트레스가 노인 학대의 중요한 요인이 되고 있다. 이는 노인복지로는 노인학대 문제를 해결하는 데는 한계가 있으며 부모를 부양하고 있는 자녀세대의 부양부담을 지지하고 지원해 줄 수 있는 대책으로 효복지가 보다 확대되어야 한다. 효복지는 노인을 대상으로 하는 노인복지와 더불어 노인을 부양하는 효행 자녀를 대상으로 하는 효행자 복지를 포함하는 노인복지의 상위개념으로 진정 노인을 위한 복지라면 효복지 방향으로 나가야 한다. 이를 통해 부모를 부양하고 있는 자녀들이 부모 부양이 부담감이 아닌 보상감으로 느껴지도록 하고 효행자로서의 자부심과 가 족 간의 연대감이 높아질 수 있도록 하여 교정복지적 차원에서 노인학대범죄를 예방하고 줄여나가도록 해야 한다.
