The existing production model of the correctional public service about criminals was the production modes by the bureaucratic monopoly regime. However, as the paradigm of the correction shifts to multiple production oriented correction welfare, outside organizations could intervene in the production of the public goods of the correction. Consequently, the belief was formed that the inefficiency of the bureaucratic monopoly production model could be demolished by the social innovation credit model that is the combination of private organizations who can perform result-oriented programs and capitalistic market mechanisms. In this context, the Britain and other nations attempted to solve the crime problem by the introduction of the social innovation credit model. Therefore, this paper analyzed cases of implementation of the social innovation credit model in the Britain and then examined the meaning of the correction welfare of the social innovation credit model by post-bureaucracy and considered limitations of the application of this model from the political, social, administrative and technical aspects. In conclusion, it proposed the direction of the field of the correction welfare in Korea society.

범죄인에 대한 기존의 교정공공재 생산모형은 철저한 관료독점레짐에 의한 생산방식이었다그런데 교정의 이념이 다자(多者) 생산 지향적인 교정복지 이념 시대로 이행되면서 이제 교정공공재의 생산에 외부단체가 개입할 수 있게 되었고 따라서 성과지향적인 프로그램을 수행할 수 있는 민간단체와 자본주의적 시장메커니즘을 결합한 사회혁신채권의 모델이 관료독점 생산모형의 비효율성을 타파할 수 있다는 신념이 생기기 시작하였고 그런 맥락으로 범죄문제의 해결을 사회혁신채권 모델의 도입을 통해 해결하려는 시도가 영국을 시작으로 여러 국가들에서 이루어지고 있다. 따라서 이 논문에서는 영국의 사회혁신채권 모델의 시행 사례를 분석한 다음, 사회혁신채권 모델의 교정복지적 의의를 탈관료주의 등으로 살펴보고 적용상의 한계를 정치적, 사회적, 행정적, 기술적 측면에서 검토한다. 끝으로 향후 한국사회가 교정복지 영역에서 나아갈 방향에 대해 서술하였다.
