Military social welfare policy was produced by need of officers and men of the armed forces and military family, national expectancy, and experts’ participation. And, the view of Military of National Defense by president’s command played a key role in establishing fundamental law of military welfare. But, in processes of policy formation such as selection of agenda, proposing and setting plan, and legislation, the view of Experts’ in Military social welfare reflected partly. Furthermore, enforcement ordinance was prepared by discussion of the ministry and office concerned. As a proposal, to adopt military social worker, it should be prepared with active communication and founding method how to arrange them proper when Korea social worker association fulfills special social worker system. Military social worker should participate in Korea social worker association to help them accomplish their goal. Only if military social worker is Institutionalized, legislative ministry and administration will research method of using military social worker. It is inevitable to adopt military social worker system with establishing welfare system and developing service in Korea military state now. Military social workers should be more qualified as assistants and cooperators to advance of military social welfare which is gradually liberalized. It should be stressed that a role of social worker is going to be various in the view that social worker should be adjust the flow of the transitional society. The effort of Social welfare field is so essential that Korea administration cannot overlook. With this research, the flow of the formation of Korea military welfare policy could be established, and the very best policy could be developed. So, those help soldiers and military families improve the quality of the life. Finally, with establishing military combat readiness, we may hope that the nation love the improved army.

군사회복지정책은 가족, 군대, 그리고 국가와의 관계 속에서 인식할 필요가 있다. 군사회복지정책이 요청되는 일차적 사회요인은‘사회적 이슈’로서의 군인과 그 가족의 문제이다. 군사회복지정책은 군대 혹은 군인을 대상으로 한 사회복지의 한 영역으로 군과 사회복지가 조합된 개념이다. 군사회복지정책은 군이라고 하는 특수한 조직에 환경과 인간의 유기적 상호작용을 강조하는 사회복 지적 가치가 조밀하게 융합될 수 있을지에 대해서는 상당한 쟁점이 존재한다. 이 같은 쟁점은 정책의 형성과정에서 군사회복지정책의 방향과 내용을 결정짓는 중요한 변수로 작용한다. 따라서 군사회복 지정책의 형성과정을 연구하기 위해서는 사회복지정책이 가지고 있는 고유한 특성에 대한 고찰에서 부터 정책의 형성과정에 대한 선험적 논의를 통해 정교한 분석의 틀을 제시하는데 에서 출발해야 한 다. 본 연구는 시기적으로 2005년부터 2008년까지이다. 2005년도는 군사회복지사제도화를 추진하고, 병 영생활전문상담관제도를 채택했으며, 군사회복지에 대한 국민적 열망에 의해 사회복지단체와 군사 회복지전문가의 활동이 체계화되었다. 2008년도는 군인복지기본법이 시행된 시기이다. 이 기간 동 안 입법부와 군사회복지전문가, 군사회복지단체는 군사회복지사제도의 도입과 군사회복지정책 집 행을 위한 노력을 해왔고 이를 계기로 군사회복지정책이 군대 내의 문제를 자체 해결중심에서 국민 이 함께하는 정책으로 변화하는 시발점이 되었다. 이 연구의 목적은 한국의 군사회복지정책의 형성과정을 연구함으로서 군사회복지정책의 역사적 변 화의 과정과 특성을 규명하고, 향후 군사회복지정책이 추구해야 할 방향과 과제를 도출하는데 있다. 이 연구는 군사회복지의 제도화과정에서 나타난 다양한 이해관계자들의 역학관계를 탐색함으로써 군사회복지의 개념이나 정의 그리고 지원대상이나 범위 등에 관한 체계적인 제도적 대안을 제시하 는데 유용한 관점을 제공해 줄 수 있을 것이다.
