This study aims to figure out the ground and the actual status of senior volunteer activities in order to grope for ways to activate and utilize senior volunteer activities as welfare resources. Thereupon, this paper considered the representative groups of senior volunteer activities in Korea and Japan. The representative senior volunteer activity organizations in Korea and Japan are the Korea Senior Citizen’s Association’s senior volunteer work club and Japan’s senior club. The operation of the two organizations depends on national systemic support and voluntary participation. Regarding the senior volunteer activities in Korea and Japan, this study analyzed the subject groups, programs, finances, and delivery systems in terms of political support. In Korea, since 2011, the senior volunteer work club has been operated with the governmental support, and in Japan, based on the self-help senior volunteer activities conducted from the 1950’s, it has been supported legally since 1963. Japan’s senior club has strong characteristics as self-help and social activities. Considering Japan’s case, this study suggests the implications to accelerate senior volunteer activities and enhance the policies of utility through the maintenance of legislation and social cooperation as the civil welfare resources of Korea.

노인자원봉사활동은 고령사회 대책 및 복지자원으로서 국가 정책에 기반한 다원적인 노인 사회참여제도 로 발전하고 있다. 최근 노인들의 자발성과 정부의 지원을 기반으로 확대되고 있는 노인자원봉사 체계는 2011년 부터 시작된 대한노인회 노인자원봉사클럽 결성 이후 노인 사회참여 활성화를 위한 국가 및 지방 자치단체의 인프라 구축에 주력하고 있다. 본 연구에서는 국가가 지원하는 대표적인 노인자원봉사 단체인 대한노인회의 노인자원봉사클럽의 출범 에 비추어 일본의 고령자 사회참여 조직인 노인클럽활동에 나타난 시사점과 함의로 긴 역사성에 따른 체 계적인 활동 양태와 지원 정책 및 자조적 성격을 고찰하였다. 연구 분석의 틀은 산물분석 방식에 따라 노 인자원봉사활동 대상(단체), 봉사활동 유형, 봉사활동 전달체계, 재원 등을 분석하였다. 이에 고령화 시대의 민간 복지자원으로서 한국적인 노인자원봉사활동의 진흥을 위한 사회적 대응 방안을 제언하였다.
