The purpose of this paper is to analyze and compare the Bush and Obama administration's foreign policy goal and their North Korea policy. To this end, this paper examines the Bush administration's foreign policy goal in general and discusses its North Korea policy. In so doing, this paper discusses in detail the progress of the North Korean nuclear weapons program and the ups and downs of the Six-party talks. Then, this paper analyzes the Obama administration's North Korea policy from 2009 to 2013 and points out that America's 'strategic patience' toward North Korea has exerted negative impacts on the Korean Peninsula. In the later part, this paper provides a comparative analysis on the Bush and Obama administrations' policies toward North Korea. Both administrations have strived to end North Korea's desire to become nuclear-have. Both have sought an eventual denuclearization on the Korean peninsula. Both administrations also have emphasized the importance of Six-Party talks for a diplomatic and negotiated solution to stop North Korea's desire to become a nuclear power. Both are different in policy coordination with the ROK; President Bush came into conflict with the ROK's North Korea policy, while president Obama has maintained a close cooperation with its counterpart. Additionally, they also have been confronted with different situations in North Korea. President Bush encountered a stable Kim Jong Il regime, while Obama has been faced with a period of transformation in North Korea. In the end, this paper recommends North Korea's nuclear weapons program should be resolved through dialogue rather than other devices. Eventually, the resumption of Six-Party talks is needed for peace and reduction of tension in Korea as early as possible.

본 연구는 부시 행정부와 오바마 행정부의 대북정책 비교를 통해 현재 오바마 행정부에서 북한의 핵문제 해결이 표류하고 있는 원인을 찾는 것을 목적으로 한다. 이러한 목적을 달성하기 위해 부시 행정부 출범시점 부터 현재 오바마 행정부까지 일어났던 북핵문제와 관련된 북․미관계를 각 행정부의 대북정책에 초점을 맞 춰 경험적으로 비교 분석하였다. 그리고 비교 결과 도출된 각 행정부별 대북정책의 공통점과 차이점을 통해 현 오바마 행정부에서 왜 북한 핵문제 해법이 표류하고 있는지에 대한 원인을 도출했다. 분석 결과 그 원인은 첫째, 부시 행정부에 비해 오바마 행정부에서 북한 핵문제의 시급성이 후순위로 밀 렸고, 둘째, 북한 정권의 불안정에서 초래된 일단의 도발 행위 때문에 오바마 행정부는 ‘전략적 인내’를 대북 정책으로 택했다고 본다. 끝으로 한국정부의 강경한 대북정책에 대한 공조가 오히려 진전되던 북․미관계를 후퇴시켰다는 결론에 도달했다. 따라서 오바마 행정부가 북핵문제를 해결하기 위해서는 ‘전략적 인내’의 시 한을 북한 김정은 정권이 안정기 접어들 때까지로 국한하고, ‘전략적 인내’ 기간을 활용해 실질적인 전략구 상을 해야 한다.
