The concept of democratic republic has been dealt with as an important element of political education in social studies. Nonetheless, there is a growing concern that students might not properly understand the true meaning of democratic republic due to the public’s recent indifference to republicanism as well as their ignorance of it. This study analyzes the relevant contents in high school textbooks of political science ranging from the ones published during the 1st educational curriculum to those revised in 2009. In doing so, the study explores the tendency for describing the concept of democratic republic and how to make an improved description. The textbooks have always followed the traditional researches conducted by the constitutional scholars who adopted the concept in the context of a theory of the state. That is, the high school textbooks have considered the establishment of democratic republic as the declaration of the end of monarchy and the beginning of popular sovereignty. However, more emphasis should be placed on the normative concept of democratic republic reinterpreted beyond the formal concept. The academic circles have failed to come out with fruitful research on the concept and have made little effort to have heated discussions or debates in order to establish a new orthodoxy. Under these circumstances, it is not a simple task to include a content in textbooks which is different from the long-held stance of the academic society that democratic republic equals a state without a monarchy. Hopefully, the problem of school textbooks only adopting the formal concept for democratic republic will be solved in the long run through more research and discussions within the society.

사회과의 정치교육에서 내용 요소로서 민주공화국을 다루어 왔지만, 공화주의에 대한 무관심과 이해 부족 등 으로 인하여 학생들이 민주공화국이 의미하는 바를 온전하게 이해하고 있지 못할 우려가 높다. 본 연구는 제1 차 교육과정부터 2009 개정 교육과정까지 발행된 고등학교 정치 교과서에 서술된 민주공화국의 내용을 분석하 여 서술 경향을 파악하고 개선 방향을 탐색하기 위한 것이다. 교과서에서는 줄곧 헌법학계의 전통적 연구에 따라 공화주의의 함의를 국가형태론으로 파악하여 민주공화국 이 비군주국과 국민주권을 선언한 의미로 이해하고 있다. 이러한 형식적인 이해를 넘어 공화주의가 갖는 함의 를 재해석해 보임으로써, 민주공화국이 갖는 규범적 의미에 초점을 두고 서술할 필요가 있다. 민주공화국에 대 한 학계의 연구 성과가 부진하고, 그 의미에 대한 치열한 토론과 논쟁을 통한 통설화 노력이 상당히 미약한 상 황에서 민주공화국의 의미를 비군주국으로 이해하는 학계의 기존 입장을 넘어 선 새로운 내용을 교과서에 담 아내는 것은 간단한 일이 아니다. 장기적으로 볼 때 학계의 연구 활성화와 사회적 논의 확대를 통해 민주공화 국의 의미를 형식적으로 이해하고 있는 교과서의 문제를 해결할 수 있기를 기대한다.
