The Government has many expenses in agriculture and rural development every year, but agricultural incomes are decreasing from year to year. Of course, there are limits and restrictions on the agricultural industry. Then, is there any other way of increasing agricultural incomes?Therefore, the central government and local governments have concerns on the policy of agricultural incomes' goal recently. This paper focused on this new policy of agricultural incomes' goal, and analyzed its current situation and policy issues of it. Next, this paper studied deeply the case of Jangsu-gun, Jeollabuk-do, Korea, where is closely carrying out the policy of agricultural incomes' goal. In conclusion, this paper found some implications for the success of the policy as follows :They are at the first, selecting and focusing on specialized crops and maintaining the consistent policy, secondly, not raising the 1% wealthy farmer but developing the policy of incomes for large numbers of farmers, thirdly, implementing the systematic management such as a thorough fundamental investigation and establishing the database, at the fourth, promoting comprehensive supporting policies such as a consult, training, organization, and financial support, at the fifth, establishing the organic system in cooperation with local residents and administration members, and turning the simple allocation policy to the level-differentiated policy of incomes.

정부는 해마다 농업에 많은 예산을 투여하지만 농업소득은 매년 감소하고 있다. 물론 농업이 산업으로서 많은 한계를 지닌 것은 사실이다. 그럼 정말 농업소득을 높이는 방법은 없는 것일까? 최근 정부에서는 목표농업소득정책을 시행하고 있다. 본 논문은 바로 이 새롭게 시작된 목표농업소득정책에 착안하여 먼저 목표소득정책의 현황을 분석하고 문제점을 파악하였다. 그리고 목표농업소득정책을 치밀하게 수행하고 있는 전라북도 장수군의 사례를 자세히 고찰하여 향후 목표소득정책의 성공을 위한 시사점을 다음과 같이 도출하였다. 첫째, 특화작물의 선택과 집중 그리고 일관성 있는 정책 추진, 둘째, 1% 부농 육성이 아닌 다수를 위한 소득정책 개발, 셋째, 철저한 기초 조사와 데이터베이스 구축 등 체계적인 관리, 넷째, 컨설팅, 교육, 조직, 재정 지원 등 종합적인 지원정책 추진, 다섯째, 지역주민과 행정과의 유기적인 협력체계 구축과 단순 배분이나 획일적, 일방적 지원에서 수준별 맞춤형 소득 정책으로 전환이다.
