Establishing a new national industrial complex requires a lot of public budget. Furthermore it is a public project to use much land which is relatively rare and limited resource in Korea. Therefore the designation and development of a national industrial complex should be proceeded systematically reflecting locational demand and changing regional economic environment. With this in mind, the paper attempted to suggest an alternative criteria, instead of current simple and ambiguous standard, consisting of six evaluating items such as connectivity to national policy, balanced regional development, local and regional demand, geographical and economic accessibility and degree of industrial specialization. In addition, using the AHP technique, the evaluation criteria was surveyed on expert groups as an attempt to prevent irrational decisions in designating national industrial complex.

국가산업단지의 개발은 대규모의 공공재정 투입을 필요로 할뿐만 아니라 한정된 자원인 토지를 개발하는 사업이다. 따라서 산업단지의 지정 및 개발은 입지수요 및 주변여건에 따라 합리적으로 이루어져야 한다. 본 연구에서는 국가산업단지 지정여건의 비합리성이 과다지정신청을 유발하는 주요한 요인이라는 전제하에 구체적인 지정여건 개선방향을 제시하였다. 우선 현재의 단순하고 추상적인 지정기준을 보다 세분화하여 평가 항목을 국가정책적합성, 형평지향성, 지역적 수요, 권역적 수요, 후보지 접근성, 산업특화도 등 6개 항목으로 설정하였다. 동시에 관련 전문가들을 대상으로 한 설문을 통해 각 평가항목의 중요도에 대한 객관성을 높이고, 국가산업단지 지정 신청지역의 정성적인 특성을 평가에 반영할 수 있도록 분석적 계층화 기법(AHP)을 이용할 것을 제안하였다. 이러한 평가방법을 적절히 적용할 경우 과도한 국가산업단지의 지정을 차단하고 보다 합리적인 국가산업단지 지정을 기대할 수 있다.
