Seeking social value and economic value added (EVA) at the same time is a factor that would distinguish a social entrepreneur from a general business which would pursue any economic values only. With such purposes to realize social value as well as EVA in mind, the social entrepreneur has been working to integrate local communities with each other. This thesis, therefore, proposes policy implications by looking into factors that would influence both employment expansion and employment interference of preliminary social entrepreneurs and social entrepreneurs in Daejeon. According to results from the analysis, a total of 30 preliminary social entrepreneurs and other social entrepreneurs in Daejeon are showing that they have increased vacant positions for 206 people including those from the vulnerable class. In terms of employment expansion factors of the preliminary social entrepreneurs and the social entrepreneurs, offering of government subsidies, an increase in sales, an investment in a company and expansion strategies were found to be effective while for employment interference factors, difficulties in business environment and difficulties in finding right employees were observed to be influential. In consideration of the findings from the analysis and in order to revitalize business activities of the preliminary entrepreneurs and the social entrepreneurs, raising subsidies for facilities installations and other funds including labor cost should be increased.

사회적기업은 사회적 가치(Social Value)와 경제적 부가가치를 동시에 추구하는 것을 목적으로 하여 지역사회 통합을 도모하고 있다. 본 논문은 대전지역의 예비 사회적기업과 사회적기업들의 고용증대 요인과 고용의 걸림돌 요인을 분석하여 정책점 시사점을 제시하고자 한다. 본 논문의 분석결과를 보면, 대전지역 30개사 예비 사회적기업과 사회적기업에서 취약계층 등 206명의 일자리가 늘어나는 고용효과를 보여 주고 있다. 예비 사회적기업과 사회적기업의 고용증대 요인으로는 정부보조금 지급, 회사매출증가, 회사투자 및 확장전략이 있으며, 고용증대의 걸림돌 요인은 경영환경 어려움, 인력수급 어려움으로 나타났다.
