Last year Korea took 8th place in international trade volume by achieving the trade volume of 1,067 billion US Dollars. However, the trade volume of Korea’s SMEs(small and medium enterprises) is slightly over 100 billion US Dollars taking 18.7% of total trade volume. It is necessary for Korea to increase SMEs’ trade portion by both improving the current support programme and introducing new support programme. Trade insurance, aka Export insurance, is one of the most effective and efficient support programmes allowed under the WTO. Export insurance in Korea is operated by the Korea Trade Insurance Corporation. The total insured amount of export insurance exceeded 200 trillion Won last year. However, as the insured amount for SMEs is 7.7%, it is required to expand export insurance cover for SMEs. As an Export Credit Guarantee (Post-Shipment) and an Export Credit Guarantee(Nego) are the most efficient and valuable insurance for SMEs, it is desirable to expand export insurance volume by improving these guarantees.

수출신용보증(선적후) 및 수출신용보증(Nego)은 한국무역보험공사에서 운영하는 무역보험(수출보험 및 수입보험)의 하나로 수출채권을 매입한 금융기관의 손실을 보상함으로써 중소기업에 대한 수출채권매입을 원활하게 하여 수출채권을 유동화를 촉진하고 중소기업의 자금난을 해소하고 수출경쟁력을 강화시키는 역할을 한다. 지난해 최초로 무역보험 인수실적은 201조원을 달성하였지만, 중소기업에 대한 수출보험 지원실적은 15.5조로 전체의 7.7%에 불과하여 중소기업에 대한 무역보험 지원확대가 요구된다. 또한, 수출신용보증(선적후)와 수출신용보증(Nego)의 인수실적은 3.3조원으로 전체 무역보험 인수실적의 1.6%에 불과하여 중소기업에 대한 충분한 지원을 못하고 있다는 지적이 있다. 수출신용보증(선적후) 및 수출신용보증(Nego)의 개선을 통하여 중소기업의 수출경쟁력을 강화하고 안정적 수출기반을 조성하는 경우 우리나라의 무역규모 2조 달러 달성을 조기에 실현될 수 있다.
