The followings are emerged as new social safety-threatening problems; foreign workers and women who immigrate to Korea to find jobs or marry to Korean men whose numbers are increasing under the name of globalization, game industry, and the personal and self-centered trends which tend to pursue their own interests. The more the society concentrates on capitalization, the more its safety network weakens. The society has so far kept its stability by public authority, but it recently shows its limitation in coping swiftly with various social and periodical changes. The police has been enforcing law in the foremost of social security. Recently it, however, keeps showing its limits on maintaining social safety. So, to make sure social safety, the present police system should be reformed. In other words, the current national police system is necessary to be replaced in the one that improves its ability to correspond rapidly to a variety of situations and satisfies the needs of regions throughout the country. Therefore, the national police system should be reformed to the one which centers on regions and offers social safety services in the comprehensive category of social safety, not by exercising its power.

사회의 변화 특히 세계화라는 미명하에 증가하는 이주노동자와 결혼이주여성, 게임산업 그리고 자신들의 이익 만을 추구하는 개인적이고 이기적인 성향 등은 새로운 사회안전문제로 부상하고 있다. 사회가 자본주의라는 틀 에 몰입할수록 사회안전망은 갈수록 약화되는 양상을 보이고 있다. 그동안 치안유지는 공권력에 의해 안정적으 로 유지될 수 있었으나, 최근에는 다양한 사회적 변화와 시대의 변화에 능동적으로 대응을 하지 못하는 한계를 보이고 있다. 그동안 경찰은 사회안전의 최일선에서 치안에 관한 법집행을 담당하여 오고 있었다. 그러나 최근 경찰력은 사회 안전에 대한 한계를 드러내고 있다. 공권력의 주체인 경찰의 체계는 사회안전확보를 위해 더 이상 기존 제도의 틀에 머물러 있어서는 안된다. 향후 우리사회의 사회안전을 확보하기 위해서 경찰제도의 체계적인 변화가 필요하다. 경찰체계는 사회안전을 위해 새롭게 변화되어야 한다. 기존의 국가경찰조직체계에서 가지고 있는 한계인 능동 적인 대응곤란성을 해결하고, 지역이 요구하는 체제로 전환되어야 한다. 경찰체제는 보다 안전한 사회를 유지하 기 위해 지역 중심으로 전환되어야 한다. 그리고 사회의 안전이라는 포괄적 범위에서 권력적 작용에서 비권력적 작용으로의 변화에 대한 개념 전환이 필요하다.
