Four addiction problems(alcoholism, narcotics addiction, speculative behavior addiction, media contents addiction such as online games) have been revealed repeatedly and comes hard to reform. A lot of addiction treatment therapies, methods and policies have applied to overcome four addiction problems. But it has been hard to solve completely such problems. Serious addiction problems are rampant in our society. There is an urgent need for efforts to resolve four addiction problems of state of communities. Generally, related facilities, budget, manpower pool are far from enough. There is an urgent need to increase related facilities, budget, manpower pool. To resolve such problems, it needs pan-national agreement and cooperation and comprehensive policy plans to prepare a countermeasure of Korean government. The national interests and attentions, are also needed. In addition, it is expected to early legislate suitably 「A Proposed Legislative Bill for Prevention, Control, Treatment of Four Addiction Problems」. There is no panacea to resolve four addiction problems. It is needed that a collaborative effort among individuals, government authorities, communities to make situation better. Focusing on documentary researching method and domestic review of advanced research could be mentioned as limitations or flaws, but it has academic contributions and meaningfulness considering to construct the base of future studies, despite lack of related research. It's expected related future studies will be followed.

우리 사회에 많은 폐해를 끼쳐왔으며, 최근 사회적으로 이슈가 되고 있는 4대 중독 분야의 문제와 관련하여, 알코올, 마약류, 사행행위, 미디어 콘텐츠 등의 4개 분야에서 의 중독 문제의 심각성을 살펴보고, 「중독 예방ㆍ관리 및 치료를 위한 법률안」의 의안 심사 현황 및 주요 내용도 검토하였다. 또한 4대 중독 분야를 둘러싼 현행 정책 의 문제점들을 고찰함과 동시에 개선방안을 도출하여 제언하였다. 알코올 중독과 관련하여서는 예방 및 치료 서비스에 대한 접근성을 증대시키고, 관 련 시설 및 예산, 인력을 증대시키는 것이 필요하며, 범정부적 차원의 종합계획 수립 및 시행이 이 선행되어야 한다. 직업재활모델시설 및 프로그램에 대한 지원도 활성화 되어야 할 것이다. 마약류 중독과 관련하여서는 치료보호제도의 활성화 대책 마련, 형사사법체계와 보 건의료지원체계 간의 협력ㆍ교류 강화, 국가적 차원에서의 종합대책 제시 등이 개선 점으로 제시되었다. 사행행위의 중독과 관련하여서는 치료․재활 관련 시설 및 인력, 예산 증대가 필요 하며, 적극적인 치료서비스 제공이 강화될 방안을 마련해야 한다. 사행행위 중독을 예 방하고 치료ㆍ처우할 국가 차원의 종합 대책 마련과 사행산업 매출 총량제한제 관련, 실효성 있는 법제적 이행 수단을 확보도 개선점으로 제시하였다. 온라인 게임 등 미디어 콘텐츠 중독과 관련하여, 예방 교육 의무화, 전 계층 대상 맞 춤 상담 시스템 도입, 중증도 및 유형별 구체적 치료모델을 개발 등을 개선 방안으로 제시하였다. 또한 중독 회복자에 대한 사후 관리제도가 운영될 필요와 인터넷 중독의 대응주체 간 협력 강화를 통한 전방위적 대응, 지역 거점 중독대응센터의 구축ㆍ활성 화 등도 과제로 언급하였다.
