During the past decade, Korean government has been planning the mainly development of the service industry. A series of policy programs in services have been adopted for productivity improvement in the service sector including international competitiveness. We are facing the economic problems in world economy and Korean economy together. Especially, Korea is going to find the new engine of economic growth. Manufacturing industry is not anymore the engine of growth in Korea. In a future, what is the source of economic growth in Korea? Many of peoples think that service industry is one of alternatives for economic development and employment in Korea. Korea's knowledge service industry actually has lower productivity and weaker competitiveness compared to advanced countries. Korea Now has an unemployment problems of young people, the deficit of trade in services and the stop of economic growth. Therefore I think that service industry can be solving these problems in Korea. The Knowledge-based service is very important sector in the service industry and the manufacturing industry. Therefore this study is going to find the ways for development of knowledge-based service. This study finds the ways of the development of knowledge-based service from SWOT method. The findings are as followings. First is to raise understanding of the service industry and the equity of he service industry and manufacturing industry in industry policy. Second is to lay out a scheme on openness and region cooperation in the change of world economic environment. Third is to plan the basics of knowledge-based service for manufacturing industry and service industry. Because of knowledge-based service is very important factor for development of manufacturing and service industry. Forth is to prepare the educating programs of human power and the improvement of education system for knowledge-based services. Fifth is to improve the support system of national R&D budget.

한국경제에 있어 큰 문제는 지금까지 성장을 이끌어 왔던 제조업이 성장의 견인적 역할을 못함으로써 상황에 서 성장과 고용문제가 큰 이슈가 되고 있다. 이에 성장을 지속하고 실업을 해소 하는 대안이 서비스산업을 육 성하는 일이라는 것을 인식하고 이를 위해 우리나라 경제에서 서비스산업의 위상과 제조업의 서비스화 등 경 제의 서비스화에서 문제 해결의 해답을 찾고자 하였다. 먼저 제조업도 서비스화가 진행되고 있어 이의 경쟁력 을 회복하고 산업구조의 변화속에서 서비스산업의 육성이 필요한데 지식기반 서비스산업이 제조업과 서비스 업의 경쟁력을 강화하는 핵심적인 요인이라는 것이다. 그래서 지식기반 서비스산업의 발전이 두 마리의 토끼를 잡을 수 있다는 것이다. 이에 그 방안으로 첫째, 서비 스산업에 대한 인식제고와 정부의 지원이 제조업에 편향되어 있는 것으로 부터 벗어나 서비스업과 형평성을 맞추어야 한다. 둘째, 개방화와 지역화에 대한 대안을 마련해야 한다. 셋째, 제조업과 서비스산업의 발전을 위 해 지식기반서비스업의 기반을 마련해야 한다. 넷째, 교육제도의 개선과 인력양성 프로그램을 다양화해야 한 다. 다섯째, 기존 R&D지원제도의 개선으로 지식기반 서비스산업의 기초를 마련해야 한다.
