After enforcing emission trading scheme, EU recognized that ETS was an efficient method to reduce CO2 emission. However vulnerability of steel industry is generally conceived in terms of the cost structure of industries relative to carbon and energy intensity as well as trade exposure, market structure and abatement opportunity because steel sector is highly carbon intensive, has relatively tight margins, and is widely traded internationally. In fact it was confirmed that the change of EUA price affected steel import and export in EU after analyzing relations between EUA price and steel market. Therefore based on this analysis it is expected that Korea's introduction of ETS is very a risky factor to Korea's steel industry because of the high dependancy of foreign trade compared to the EU steel market. For this reason Korea's ETS will flexibly come into action for the stable development of steel industry which is the main foundation of Korea's industrial sector.

배출권 거래제도 시행 이후 EU는 배출권 거래제도가 기업들에게 탄소배출 감축을 위한 효율적 방법으로 인식하고 있다. 그러나 탄소 에너지 사용의 집약도 뿐만 아니라 무역노출, 시장구조 및 탄소저감 비용의 업종간 차이로 인해 배출권 거래제도는 철강, 알루미늄, 펄프, 시멘트, 화학 등의 산업에 특히 심각한 영향을 끼칠 것으로 분석되기도 했다. 특히 철강 산업은 매우 탄소 집약적 산업으로 상대적인 저마진 구조로 국제적으로 거래되며 노동 고용률이 높아 배출권 거래제와 관련하여 가장 민감한 산업으로 여겨진다. 실제로 EU ETS 2단계(2008.1.1∼2012.8.31) 기간 유럽의 배출권가격과 철강 시장과의 관계를 조사한 결과 배출권 가격 변화가 유럽의 철강재 수출입에 영향을 미치고 있음을 확인하였다. 이와 같은 분석을 바탕으로 배출권 거래 도입 시 EU 시장보다 수출입 비중이 월등히 높아 대외여건 변화에 민감한 우리 철강업체가 받을 영향은 현재 예측 불가능하다. 따라서 국내 제조업의 근간인 철강산업의 안정적 발전을 위해 배출권 거래제는 주변국들의 상황을 참고하면서 유연하게 실행되어야 한다고 판단된다.
