This study suggests some points for undergoing FTA negotiations between Korea and China by analysing trading competition of agricultural- fishery and its processed products of Korea and China. The study has come up with a result that most of Chinese agricultural - fishery products have a lot of competition with the Korean products with test outcome : TSI about -1, MCA index about 1. With regard to FTA origin provisions of both countries, China's provisions are simple and less strict while those of Korea are complex and stricter. These apply the same to standard of Perfect Production as well as to Material Transformation and TSR. Therefore, it is suggested that Korea consider keeping strict position for agricultural - fishery products but releasing strict standard for its processed products, and further consider smoothing non-tariff measures and reduction of tax rates.

이 연구는 한-중 FTA 체결을 앞두고 우리나라와 중국 농수산품 및 그 조제품의 상호 교역과 경쟁력 현황 및 양국에서 발효중인 FTA의 농수산품의 원산지규정을 비교분석하여 그 정책적 시사점을 살펴본 것이다. 연구결과 한-중간 농수산품 및 그 조제품의 교역에서 대부분 품목의 TSI가 -1에 가깝고, MCA지수 또한 1보다 높게 나타나 중국산품의 경쟁력이 매우 높은 것으로 분석되었다. 양국이 각기 체결한 FTA에 규정된 이들 품목의 원산지규정은 중국은 기준이 단순하고 엄격성의 정도가 낮은 반면 우리나라는 기준이 복잡하고 엄격성의 정도 또한 높은 것으로 나타났다. 이는 완전생산기준뿐 아니라 실질적변형기준과 품목별기준(TSR)에서도 마찬가지였다. 따라서 한-중간 체결될 FTA에서 농수산품 및 그 조제품의 원산지규정은 농수산품은 엄격성을 유지하되 그 조제품의 경우에는 엄격성이 완화될 필요가 있으며, 향후 비관세적 규제완화와 관세율 인하를 고려해 규정될 필요가 있는 것으로 분석되었다.
