The Primary Purpose of this study is to challenges the new Government’s State of the Union, one of the local government as a part of reforms conducted by the municipal police officers ‘offer’ and should be discussed in the future in relation to autonomous measures for Establishing the police code of ethics of the police Castle. To this study occurs in the State police system, the type of police ethics in the era of regional autonomy among police fire more seriously can ethical issues appear human factors, institutional factors, environmental factors and divide by three police officers of 8 in an in-depth interview. These are based on an in-depth interview this inhibition factors and results of this study, human factors, improving the legal and institutional elements, ensure, environmental factors of improvement measures as follows. First of all, the human factors of securing detailed steps in an effort to meet the regional peculiarities as autonomous, police ethics and the strengthening of education and training for the edification of the ritual,the diversification of your re-education of the police officers, and secondly,legal and institutional elements of improvement measures for the establishment of an ethical decision-making criteria and process the autonomous police, municipal police, taking advantage of the evaluation system to evaluate the ethics of sex, of Schneider in neutral for institutional improvement of environmental factors, and the third, backed up by police organizations, cultural formulations, considering its external Government policing environment.

이 연구는 새 정부의 국정과제 중의 하나인 지방자치개혁의 일환으로서 ‘자치경찰제의 실시’ 와 관련하여 향후 논의 되어야 할 점으로서 자치경찰의 경찰윤리성 확보를 위한 방안을 제시 하였다. 이를 위하여 이 연구에서는 국가경찰제도하에서 발생하는 경찰윤리의 유형들 중 경찰의 지방 자치화 시대에 더 심각하게 나타날 수 있는 윤리적인 문제를 인적요인, 제도적 요인, 환경적요 인의 세 가지로 나누어 경찰관 8명을 대상으로 심층면접을 실시하였다. 이러한 본 저해요인과 심층면접 결과에 기초하여 이 연구에서는 인적요인의 확보방안, 법적・ 제도적 요소의 개선, 환경적 요인의 개선방안으로서 다음과 같이 제시하였다. 첫째, 인적요인의 확보방안으로 지역적 특색에 맞는 선발단계의 노력, 자치경찰의 윤리의식의 함양을 위한 교육훈련의 강화, 경찰관의 재교육 프로그램의 다양화, 둘째, 법적・제도적 요소의 개선방안으로 자치경찰의 윤리적 의사결정 기준과 과정의 확립, 자치경찰의 윤리성 평가에 다 면평가제도 활용, 중치적인 중립을 위한 제도적 보완, 셋째, 환경적 요인의 개선방안으로경찰 조직문화의 정립, 대외적인 자치치안의 환경조성방안을 제시하였다.
