The purpose of this paper is two-fold. The first purpose is to examine the government’s enlarged sphere of influence and the social welfare populism of South Korea, which leads to the depressed freedom of individuals. The second purpose is to determine if it is feasible to control these things and how it should be done. The problems from social welfare populism are fundamentally based on the weakness of democracy. Politicians, who inevitably rely on the popular support of their constituents, over- issue welfare transfers. Even if they do not do this, politicians cannot resist the demand from voters that acknowledge the problem and still excessively demand welfare bills. Due to this weakness of democracy, the role and size of government gradually expand, whereas the freedom and responsibility of individuals are gradually reduced. Further, this process is no different from that of socialism; the merger of democracy and social welfare would lead society to socialism. Liberalists recognized this problem long ago; in particular, Friedrich Hayek proposed a limited democracy as the solution. However, his solution also contains limitations in solving this fundamental weakness of democracy. The fundamental reason why social welfare populism under democracy attracts voters’ attention is that they may be caught up in the fantasy or delusion of free riding: accruing benefits that are paid for by others. Therefore, voters should be disabused of the free rider misperception and realize that the cost of social welfare populism is born by them. Then, voters will discreetly make a more cost-effective decision regarding social welfare with their political support. As a solution to this problem, this paper suggests transforming income tax into welfare tax and to only use welfare tax to execute social welfare programs. Subsequently, voters would notice social welfare has costs that come at their expense. In addition, this paper insists that the welfare tax (income tax) exemption be reduced from those earning in the bottom 50% to the bottom 20% of tax payers. This will ensure that the bottom 20% of tax payers are the actual beneficiaries of social welfare programs. It also calls for the change of the welfare tax (income tax) rate from its gradual scale to a flat tax rate to evade shifting the incidence of the tax.

본 연구의 목적은 현재 한국에서 일어나고 있는 복지포퓰리즘과 이로 인한 국가의 비대화와 개인 자유의 축소 문제가 제어될 수 있는 것인지, 제어될 수 있다면 어떻게 제어해야 할 것인지를 살펴 보는 데 있다. 복지포퓰리즘의 문제는 근본적으로 민주주의의 취약성에서 기인한다. 선거에서의 승리를 위해 정 치인들은 포퓰리즘적 복지 공약을 남발하고, 유권자들은 자신들의 특권적 복지 요구를 하게 된다. 이 과정에서 국가의 역할과 몸집은 점점 비대화되는 반면, 개인의 자유와 책임 영역은 점점 축소된 다. 이런 과정은 곧 사회주의화 과정과 다를 바 없다. 민주주의가 복지와 만나 사회주의로 나아가 는 것이다. 이러한 문제에 대해 자유주의자들은 일찍부터 인식하고 있었고, 특히 하이에크는 이에 대해‘제한 적 민주주의’라는 대안을 제시했었다. 하지만, 이 대안도 민주주의가 갖는 취약점을 극복하기에는 한계가 있다. 민주주의 하에서 복지포퓰리즘이 유권자들의 관심을 끄는 근본적인 이유 중 하나는 타인의 비용으 로 혜택을 받을 수 있다고 하는 무임승차에 대한 환상이나 착각이다. 따라서 유권자들이‘복지는 공 짜’가 아니라는 인식을 갖도록 해야 한다. 그래야만 유권자들이 복지와 관련된 선택을 보다 신중하 게 할 것이다. 그 한 가지 방안으로 본 논문에서는 소득세를 복지세로 전환하고, 모든 복지지출은 이 복지세라는 하나의 창구를 통해서만 수입·지출되도록 할 것을 제안한다. 그래야만 유권자들이‘복지는 곧 나의 비용’이라는 것을 피부로 느낄 수 있을 것이다.
