These analytic research results suggest that primary factors of housing welfare policies for low-income brackets must be introduced. This is as below:First, it is found that as to the ongoing situations on housing complexes populated with low-income brackets, a wide range of needs among low-income households need to be satisfied. Second, it needs to make revival-based housing welfare policies. Above all, housing welfare policies for low-income brackets have to be introduced and implemented for the ultimate purpose of helping low- income households feel no burdens of excessive housing expenses and get their own house, from the long-term perspective. Specific programs on revival-based support policies would be initiated in multi- angles. Third, it needs to specialize programs according to targets of policy. And, it is required to group each policy target among low-income brackets and provide demanders-centered customized and distinct supports through the systems of public rent, security deposit loan, monthly rent subsidiary, housing improvement and purchase fund loans, according to each individual demand. Fourth, it needs to coordinate the both supply and demand-focused policy means, to an adequate extent. It is important to adjust and decide on dimensions of policies in considerations of levels of stockpiles of public rental housing and efficacy, equity and effectiveness of the policy objective, taking into allowance of strengths and weaknesses that the two policies have. Fifth, it needs to increase supply services for low-income brackets, in quantitative terms. And, it is required to expand the rental housing supply and eligibility criteria and the frequency of rental support, considering that the level of rental support policy for low-income brackets is extremely substandardized and the frequency of availability of it is limited.

주거복지정책에 대한 평가를 정리하면 다음과 같다. 첫째, 효율성은 전세임대정책, 근로자·서민 전세자금 대출지원 프로그램과 매입임대 정책, 저소득층 전세자금지원 프로그램의 순으로 나타났다. 둘째, 수직적 형평성의 차원에서는 전세임대 프로그램의 수직적 형평성이 가장 높은 것으로 평가되었으며, 수평적 형평성의 경우 저소득 전세자금대출이나 근로자서민전세자금 대출 프로그램과 같은 수요측면의 주거복지정책이 국민임대나 매입임대와 같은 공급측면의 주거복지정책에 비하여 높은것으로 평가하였다. 셋째, 효과성의 차원에서는 선정된 모든 정책에 대해서 ‘보통’ 이상의 평가를 함으로써 일정 수준이상의 효과성을 가지고 있는 것으로 평가하였다. 넷째, 행정절차의 단순성이라는 측면에서는 수요측면의 정책수단인 두 가지 프로그램이 공급측면의 국민임대주택정책이나 매입임대주택 정책에 비하여 상당한 차이로 높게 평가되었다. 다섯째, 시장에 미치는 영향정도는 국민임대주택정책의 시장왜곡의 정도가 가장 크다. 즉, 공급측면의 정책들의 시장왜곡이 상대적으로 수요측면의 정책수단들보다 큰 왜곡을 가져올 것으로 평가하였다.
