In the early years, the North Korea administration had a will to build a socialist society based on Marxism-Leninism, But as Kim’s power grew, the administration developed in a different way. The incorporation of the Juche Idea into government ideology distinguished North Korea’s socialism. Juche Idea had an encyclopedic character, and it was developed a simple practicing doctrine into pure ideology which included a global perspective. In the age of Kim, jung-il, the military-first idea was established within government ideology. The military-centered ideology combined with the Juche idea already ingrained in the North Korea’s constitution and this combination became the dominant political doctrine. It means that the system supported by the people was converted into a system supported by absolute power and military force. It was no difference from the old dynastic socialism. The three generations passing of power shows this well. And they are rasing tensions to keep their system by using nuclear weapons to threaten neighbouring countries. In this situation, South Korea should proceed to strengthen Exchange and Cooperation, bowing to the North administration, to stabilize the Korean Peninsula. And the bridge of South and North Korea exchange will be nationalism. The North Korea tried to close a market but, eventually, it was obliged to acknowledge it. So, the continuous economic exchange will bring a necessary change to the North Korea system.

북한 정권은 초창기 맑스-레닌주의를 바탕으로 사회주의 국가를 건설하고자 하였다. 하지만 김일 성 중심의 권력이 형성되면서 주체사상을 통치이데올로기로 승격시켰으며, 사회주의 건설에서 북 한만의 특수성을 강조하였다. 주체사상은 단순한 실천 강령에서 세계관을 포함하는 순수이데올로 기로 발전하면서 백과사전적인 성격을 띠었다. 김정일 시대에는 군대를 앞세우는 선군사상을 내세 웠으며, 북한 헌법에 주체사상과 함께 통치이데올로기로 자리 잡았다. 이는 인민들의 지지를 바탕 으로 하는 체제에서 절대권력을 무력으로 뒷받침하는 체제로의 전환을 의미하며, 과거 왕조국가와 다를 바 없다. 3대세습이 이를 잘 나타내고 있다. 그리고 핵무기를 이용하여 체제를 지키고자하여 주변국에게 불안감을 고조시키고 있다. 이러한 상황에서 한반도를 안정화시키기 위해서는 위험부 담이 큰 북한 정권의 붕괴보다는 북한 정권을 인정한 가운데 교류·협력을 강화하는 방향으로 나아 가야 한다. 그리고 남북교류의 매개는 민족주의가 될 것이다. 북한 정권이 장마당을 폐쇄하려고 했 으나 결국은 인정할 수밖에 없듯이 지속적인 경제교류는 북한체제의 변화를 불러올 것이다.
