Tourism has posted an excellent domestic culture abroad and attract foreign tourists at the same time effectively, and contribute to the national economy and foreign exchange through acquisition, expansion of the tourism industry is a high-quality, more job creation and national economy, even active and is expected to contribute. However, tourism is influenced by several factors, for example the regional economic situation, the country's political and military situation, the existence of a threat of terrorism, crime, situation, socio-cultural circumstances. Park Geun-Hye, the Government will also create jobs through the activation of the tourism industry and tourism to increase the tourism income, deregulation and institutional reform called this context also required. These are among the Government's tourism policy for what should be a crime-is more important than safety. In other words, foreign tourists to South Korea could affect the ongoing visit to the Korea National Tourism trust and safety system. This element constitutes a tourist police can do that. In this study, the Government is promoting the tourism industry plays a very important role in achieving the goal of the foreign tourists, the inconvenience of the issues related to safety and actively worked for as a way to cope with the tourist police units established and operated by the tourist police in the sense that it is the role and function of the police, tourist police, tourism development as factors that can have an impact on Government and police and local governments understand the future development direction, in three dimensions.

관광은 국내 우수한 문화를 해외에 효과적으로 알리는 동시에 외국인 관광객 유치를 통한 외화획득으로 국가경제에 기여하며, 관광산업의 확대는 양질의 더 많은 일자리 창출과 국 민경제 활성화에도 이바지 할 것으로 예상되고 있다. 그러나 관광산업은 여러 가지 요인에 의하여 영향을 받는데 예를 들면 국가별 경제상황, 해당국가의 정치 및 군사적인 상황, 테 러위협의 존재여부, 범죄상황, 사회문화적인 상황 등이다. 박근혜정부에서도 관광산업의 활성화를 통하여 일자리를 창출하고 관광소득을 증가시키 기 위하여 관광산업에 규제완화와 제도개혁을 요구하는 것도 이러한 맥락이라고 하겠다. 이러한 정부의 관광에 대한 정책 중에서 무엇보다 중요한 것은 범죄로터 안전해야 한다는 점이다. 즉, 외국 관광객들이 한국에 대한 지속적인 방문에 영향을 미칠 수 있는 것은 한국 관광시스템 전반에 대한 신뢰와 안전일 것이다. 이러한 점이 관광경찰대를 창설하게 된 계 기가 되었다고 할 수 있다. 이에 본 연구는 정부가 추진하고 있는 관광산업의 목표달성에 매우 중요한 역할을 하는 외 국 관광객들의 불편사항 중, 안전과 관련된 문제에 적극 대처하기 위한 일 방편으로 관광 경찰대가 발족하여 운영되고 있다는 점에서 관광경찰의 역할과 기능, 관광경찰제도의 실 태, 관광경찰 발전에 영향을 미칠 수 있는 요인으로서 정부․경찰․지방정부의 세 가지 차원 에서 살펴보았으며, 향후 발전방향을 제시하였다.
