This study was to review the current situation of caregivers’ system that was begun to implement when the national long-term care insurance went into effect in 2008. As the initial stage of implementing the system, there have been found its several weak points. The current author put forward some suggestions for improving the quality of caregiving service in this study. First of all, she placed stress on the training course for caregivers. Putting it more concretely, any person who wants to serve as a caregiver for older patients should be at least a high school graduate, should take longer training courses that are more focusing on the social sciences and humanities, and should have more opportunity for field practicum. Next, caregivers should be able to work at better circumstances. For instance, stricter management and supervision should be enforced over the long-term care facilities. Finally, the necessity of change in social attitudes toward caregivers was discussed.

본고의 목적은 노인장기요양보험제도의 시행 6년째를 맞이하 여 제도의 제일선에서 서비스를 제공하는 요양보호사 현황을 살펴 보고, 제도의 문제점과 개선방안을 논의하는 것이었다. 요양보호사 에 관한 문제점은 자격요건, 교육내용, 업무내용, 노동환경 등으로 구분하여 살펴보았다. 현황분석을 통하여 요양보호사 신청자격기준 의 강화, 요양보호사 양성교육기관에 대한 철저한 감독과 관리 강화, 양성교육시간의 확대와 현장중심의 교육내용 구성 필요, 및 장기요 양기관의 운영에 대한 감독과 관리가 철저히 이루어져야 함을 제안 하였다. 아울러 고용의 안정성을 확보하는 일, 시설 인력배치기준의 강화와 케어매니저 인력에 대한 고려 필요, 요양보호사에 대한 사회 적 인식의 변화노력 필요, 요양보호사의 전문성 향상을 위한 지속적 보수교육 필요성 등도 제안하였다.
