The purpose of the article is to explore the authentic meaning of educational welfare. Korean government has rapidly expanded the amount of educational welfare such as free compulsory education of middle school, reduction of class size, and free lunch for all students. Unfortunately, central and local government face lack of public finance including educational budget. This research compared the countable welfare with the uncountable one. Within the limited budget, the government needs to set the order of priorities about which item comes first in the educational expenditure. Usually in the educational field, uncountable welfare such as the quality of teaching by teachers and learning experience by students is much precious than the other countable one. In the compulsory education level, all students need to meet the standards of an ordinary educated person through appropriate compensatory learning opportunities in spite of their differences such as class, gender, language, etc... As another aspect, in the range of career-based educational level after the high schools, each career groups should be provided with relevant learning opportunities according to their academic and vocational career plans. That is, this study reveals the functions and purposes of schooling and the characteristics of common curriculum for compulsory schools and elective curriculum for high schools. Moreover the research provides the grounds for common curriculum based on basic and common education and the bases for elective curriculum that is suitable for career-specific customized curriculum. To sum up, this study insists that educational welfare means quality education from appropriate learning opportunities.

본 연구는 확대일로에 있는 교육복지를 다양한 측면에서 살펴보려고 하였다. 학교의 가시적・비가시적 복지기능에서 우선순위가 높은 측면부터 차례로 복지를 확대해갈 필요성에 대해서는 이론의 여지가 없다. 특히 학교의 설립․운영 목적에 비추어보면, 가르치고 배우는 기능을 충실히 하는 비가시적인 교육내적 복지가 무상급식 제공 등 가시적인 복지보다 더 중요하다고 볼 수 있다. 본 연구는 교육예산으로 감당가능한 복지, 지속가능한 복지에 대한 우선순위의 정립을 위하여 교육외적 복지에 대비하여 교육내적 복지를 살펴보았다. 또한, 교육내적 복지의 중요한 측면을 교육과정 복지로 보고, 이를 초․중학교의 의무교육기와 고등학교 이후 비의무교육기의 것으로 나누어 고찰하였다. 결론적으로 의무교육기에는 학생간의 어떠한 차이에도 불구하고 기초・기본 교육과정을 누구나 ‘차별없이 균등하게’ 제공받는 것이, 이에 대비해서 비의무교육기에는 차별이 되지 않는 차이, 즉 학생의 적성과 사회적 진로에 따라 알맞은 학습기회를 제공받는 것이 교육과정적 측면에서는 최선의 복지임을 드러내고자 하였다. 이를 위해 전자에서는 기초수준 이하에 대한 보충학습 제공이, 후자에서는 진로별 학습 기회 보장이 교육과정 복지에서 각각 중요함을 제시하였다.
