The number of North Korean Refugees surpasses 25,000 people by in May 2013 compared with only 607 people By 1989. As the number of North Korean Refugees increases, the funding of Unification minister for them also increases. However North Korean Refugees have difficulties living in Republic of Korea life the employment, low income and so on. In addition, they suffer from the differences of the living customs. As a result, North Korean Refugees are not adapt well in Republic of Korea and fell into the crime temptation so the North Korean Refugee’s crime rate are incrising continuously. Under this circumstance, this study overviews the present state of North Korean Refugee’s crime and suggests some improvements. The suggestions are as follows:First, It needs North Korean Refugee’s settlement plan individually by understanding and analysing. Second, It needs the jobs for financial adaption to put their abilities and competencies. Third, the adaptation education has to strengthen sush as law education to prevent the crimes. Forth, the system of civil education has to active that could change the public opinion about North Korean Refugees. Fifth, various programs through partnerships with private organizations are needed and financial supports are also needed.

1989년까지 607명에 불과하였던 북한이탈주민 수가 2013년 5월 기준으로 2만5천명을 넘어섰다. 이러한 북한이탈주민의 수가 증가함에 따라 통일부의 이들에 대한 지원 예산도 늘었다. 그러나 낮은 취업률, 낮은 소득수준, 불안한 고용 등으로 실제 이들의 대부분은 생활고로 고통받고 있으며 생활습관과 문화적 차이 등으로 일상생활에서도 어려움을 겪고 있다. 결국 이들은 남한사회에 적응하지 못하고 쉽게 범죄의 유혹에 빠져들 수밖에 없는 상황에 처하게 되는데, 실제로 이들의 범죄율은 증가하고 있는 추세이다. 이에 본 연구에서는 북한이탈주민의 범죄 현황을 살펴보고 다음과 같은 교정복지적 대책을 제시하였다. 첫째, 북한이탈주민 개개인에 대한 이해와 분석에 따른 정착 방안이 마련되어야 한다. 둘째, 경제적 적응을 위한 이들의 역량강화와 능력을 활용할 수 있는 일자리를 지원해야 한다. 셋째, 범죄를 예방하기 위한 법교육 등 적응교육을 강화해야 한다. 넷째, 이들에 대한 국민의식을 전환시킬 수 있는 시민교육체계를 활성화해야 한다. 다섯째, 민간단체와의 협력을 통한 프로그램 다양화와 재정지원 확대가 필요하다.
