School violence(or Bullying) has raised as a grave social problem, not to be addressed by the sole effort of schools. Continuously the suicide cases are occurring, and although various countermeasures have been presented by the governmental agencies, it’s not been rooted out and even more getting in covert. The main reason to be concerned about would be the fact that it implies the negative effects, physically and psychologically, on the adolescents in growth period, and furthermore may remain incurable damage for their whole life. So far, the measures of Government are focusing on the adjustment of system, such as a strict punishment to the offender or enhancing the surveillance by extra-installation of CCTVs, and the harsh discipline to the teachers irresponsible. However, these microscopic approaches seem to have the limits on resolving this problem fundamentally. The crimes have the range of types and causes as their features, and is reflecting the current trend of society. So it can be assumed that the causes of the School violence would be derived from the excessive competition and the unsatisfaction from the education system, such as the biased educational perspective of the parents, the education programs focused on the college entrance and the inconsistent education policies. For resolving this problem fundamentally, therefore, the macroscopic methods should be essential, which may include the various programs for relieving the stressful burdens of the students, enhancing the ethics education, and the efforts of the our society to break from the academic snobbism. This research intend to consider the macroscopic methods to School violence through the theoretical consideration to Delinquent Subculture theory of Cohen and the analysis about the actual condition, and in this regard, the countermeasures are suggested.

학교폭력은 이미 한국 사회에서 사회문제화되어 학교라는 교육기관에서 홀로 해결할 수 없는 문제가 되었다. 학교폭력으로 인해 스스로 목숨을 끊는 사건이 지속적으로 발생하고 있고 정부의 여러 기관들이 앞 다투어 대책을 내놓고는 있으나 학교폭력은 근절되지 않고 더욱 음성화되고 있다. 학교폭력이 이처럼 사회 적으로 문제가 되는 중요한 이유는 신체적․정신적 성장의 결정적 시기에 있는 청소년들에게 심한 고통을 가함으로써 정상적 발달을 저해함은 물론이고 향후 인생 전반에 걸쳐 치유하기 힘든 상흔을 남기기 때문이다. 지금까지 정부의 학교폭력에 대한 대응은 엄격한 가해자 처벌, CCTV 추가 설치를 통한 사각지대 해소,관련 법률 제정 등 제도적 정비,무책임한 교사의 형사입건 등 범죄를 당한 피해자 입장에서 문제를 신속하게 해결하는 방식이었 다. 그러나 위와 같은 미시적인 접근방식으로는 끊임없이 발생하는 학교폭력을 본질적으로 해소할 수가 없다. 본 연구의 목적은 Cohen의 비행하위문화이론에 입각하여 학교폭력에 대한 대응을 거시적인 방법으로 접근하여 문제해결책을 고찰하는데 있다. 모든 범죄 는 각기 다른 양상을 띠고 많은 원인을 갖고 있으며 그 시대 사회 현상을 포함 하는 것을 특징으로 한다. 현재 대한민국 사회에서의 학교폭력의 원인은 부모들 의 잘못된 교육관,입시위주 학교교육,일관성 없이 수시로 바뀌는 교육정책 등 으로 볼 수 있는데,위와 같은 이유로 학생들은 반복되는 학교생활,시험 및 성 적의 부담, 교사와 학교에 대한 불만족 등 엄청난 스트레스에 계속 노출되어 있 다. 즉, 학교폭력 문제를 근본적으로 해결하기 위해서는 학생들의 스트레스를 해소할 수 있는 다양한 프로그램을 운영하고 학생 상호간 갈등의 폭을 줄이고 배려를 유도하기 위한 윤리과목 교육 강화와 함께 학력만능주의를 유발하는 사 회적 풍토를 바로잡기 위한 거시적인 노력이 필요할 것이다. 본고에서는 청소년 비행문화에 대해 거시적으로 접근한 Cohen의 비행하위문 화이론에 대한 이론적 고찰과 동시에 실태 분석을 통해 현재의 학교폭력 대응의 문제점을 파악하고 개선방안을 모색하고자 한다.
