The purpose of this study was to offer basic data necessary for preventing child sexual abuse and second conviction by examining police officers' consciousness on pharmacological treatment for sexual offenders against children and by seeking effective operating plan through grasping the medical pharmacological treatment, namely, the chemical castration bill for sexual offenders against children. As a result, the police officers recognized that a problem of hormonal treatment to sexual impulse relies upon the standard of selecting subjects with hormonal treatment to sexual impulse and that emphasis on objective and function of treatment, not punishment, is demanded imminently. Also, they recognized that the standard evaluation tool needs to be considered for selecting subjects with hormonal treatment to sexual impulse, that a positive research is necessary for accurate medical diagnosis and drug intoxication, and that a plan needs to be devised, which can minimize physical damage in subjects with treatment. In this way, the current pharmacological treatment for sexual offenders against children is being raised many arguments such as a problem of agreement in the person oneself, as permission of pharmacological treatment for a first offender, and as drug intoxication. Thus, medical pharmacological treatment for sexual offenders against children needs to be emphasized the objective and function of treatment, not the punishment. To increase effect of chemical castration, the psychotherapy should be carried out side by side. Also, training of professional manpower who can perform this needs to be carried out. Thorough education for these people must be executed. In order for the hormonal treatment to sexual impulse to have effectiveness, above all, the evaluation process, the diagnosis standard, and the evaluation entity for a sexual deviant are important. It can be said to be demanded for expanding experts who can judge with having professional knowledge, for close cooperation between advisory panel and the Justice Minister, for prior education and thorough management on advisory panel.

본 연구는 아동 성범죄자의 약물치료에 대한 경찰공무원들의 의식을 설문조 사를 통해 살펴보고,아동 성범죄자에 대한 의료적 약물치료 즉,화학적 거세의 문제점을 파악하여 실효적 운영방안을 모색함으로써 아동 성범죄 예방과 재범 방지에 필요한 기초자료를 제공하고자 하였다. 그 결과, 경찰공무원들은 성충동 약물치료의 문제점은 성충동 약물치료 대상 자 선정기준에 있으며, 성충동 약물치료가 실효적으로 시행되기 위해서 처벌이 아닌 치료의 목적과 기능 강조가 시급하게 요구된다고 인식하였다. 또한 성충동 약물대상자 선정을 위한 표준적인 평가 도구를 고려해야 하며, 정확한 의학적 진단과 약품의 부작용에 대한 적극적인 연구가 필요하고, 치료대상자의 신체적 피해를 최소화 할 수 있는 방안을 강구해야 한다고 인식하였다. 이처럼 현재 아 동 성범죄자의 약물치료는 본인 동의의 문제,초범자에 대한 약물치료의 허용, 약물부작용 등 많은 논란이 제기되고 있다. 따라서 아동 성범죄자의 의료적 약물치료는 처벌이 아 닌 치료의 목적과 기능 이 강조되어야 하며, 화학적 거세의 효과 증대를 위해서는 심리적인 치료의 병 행이 요구된다.또한 이를 수행할 수 있는 전문 인력의 양성이 이루어져야 하며, 이들에 대한 철저한 교육이 실시되어야 한다. 무엇보다도 성충동 약물치료가 실 효성을 거두기 위해서는 성도착증 환자의 평가과정과 진단기준, 평가주체가 중 요하며, 전문적인 지식을 가지고 감정할 수 있는 전문가의 확충과 자문단과 법 무부장관 사이에 긴밀한 협조, 그리고 자문단에 대한 사전교육과 철저한 관리가 요구된다고 할 수 있다.
