This paper puts emphasis on the role of general education to enhance the level of higher education in Korea. Education is the key element of the national competitiveness in the knowledge-based society and one of the most necessary thing to train the knowledge worker is that the universities give more weight to the general education in the college course. However, the importance of general education in Korea has been rather decreased in the global era. Downsizing of the general education is the common phenomenon of the universities in Korea. Above all things, the negative features of the universities in Korea results from the misunderstanding of the general education. Educational authorities in Korea usually understand that the general education is in confrontation with the major education. Especially, neo-liberal thoughts that stress out the practical curriculum in the college course aggravated the trend to make light of the general education. Therefore, I suggest that the stereotype of the general education being pitted against the major education be pulled down and would like to redefine the general education as a universal and comprehensive one for the major education and, in this vein, the future general education must seek both the generality and the speciality at the same time.

이 글은 한국의 고등교육 수준을 향상시키기 위해서는 기초교육의 역할이 중요하다는 점을 강조한다. 지식기반사회에서는 교육이 국가경쟁력을 결정하는 핵심 요소라고 할 수 있으며, 지식근로자를 양성하기 위해서 대학은 학부과정에서 기초교육의 비중을 늘려나갈 필요가 있다. 하지만 세계화 시대에 한국에서는 오히려 기초교육의 중요성이 점차 감소해왔다. 기초교육의 축소조정은 한국 대학의 일반적인 모습이라고 할 수 있으며, 이는 주로 기초교육에 대한 오해에서 비롯된다. 한국의 교육당국은 대체로 기초교육을 전공교육과 반대되는 것으로 이해하고, 이러한 경향은 실용위주의 교과과정을 강조하는 신자유주의적 사고방식으로 인해 더욱 악화되고 있다. 따라서 필자는 기초교육을 전공교육과 대립시켜 이해하는 고정관념은 제거될 필요가 있다고 주장하다. 그리고 기초교육의 올바른 정립을 위해, 기초교육을 전공교육을 위한 보편적이고 포괄적인 교육으로 재규정할 수 있으며, 앞으로의 기초교육은 일반성과 전문성을 동시에 확보할 필요가 있다고 주장한다.
