This study starts from the premise that each country and region has a different history and background of the birth of the social enterprise as well as the assumption that a type of social enterprise, which has been formed appropriately for each situation, also diverse. That is to say, under the recognition that historical institutions such as the social background and origin for each country's social enterprise were distinct, their characteristics and institutions in developed countries are compared and analyzed. The aim of the study is to explore the similarities and differences of the characteristics and institutions by comparing policies of social enterprises in the UK, Italy and the United States in terms of historical institutionalism and to obtain a deeper understanding and implications about social enterprises via such a political characteristics. The social enterprises are known to have been established by reasonable policy decision makings between institutional actors and stakeholders. The limit of behavioral approach like this can be overcome through institutional approaches. Therefore, the study investigating the policy and characteristics of social enterprises in Europe and the United States from the point of view of historical institutionalism is expected to give the theoretical and practical implications to practitioners, researchers and policy makers for social enterprise.

본 연구는 각 지역과 나라마다 사회적기업이 태동하게 된 역사와 배경이 다르고, 각각의 상황에 적합하게 형성된 사회적기업의 유형들이 다양하다는 전제하에서 출발하였다. 즉 각 나라의 사회적기업에 대한 사회적 배경과 기 원 등 역사적 제도들이 다르다는 인식하에서 선진국들의 사회적기업의 특성 과 제도를 비교분석하는 것이다. 본 연구는 우리나라 사회적기업의 발전과 지속 가능성에 기여하기 위해 역사적 제도주의 관점에서 분명한 차이를 보 여준 유럽국가,특히 영국,이탈리아와 미국의 사회적기업에 대한 비교 연구 를 시도하였다. 영국·이탈리아·미국의 사회적기업 정책을 역사적 제도주의 관점에서 비교하여 정책의 유사성과 차이점을 탐색하고, 그러한 정책적 특 성들을 통해서 사회적기업에 대한 보다 깊은 이해와 시사점을 얻고자 하였 다. 이러한 제도적 접근을 통해 사회적기업이 정책행위자와 기타 이해관계자의 합리적 의사결정에 의해서 이루어진다는 행태주의적 접근에 대한 한계 를 극복하고, 실제 역사적 제도주의 맥락에서 유럽 및 미국의 사회적기업 정 책과 특성을 고려한 본 연구는 사회적기업 실무자나 연구자, 또는 정책입안 자에게 이론적 및 실용적 시사점을 줄 것으로 기대된다.
