This study has sought Foreign & Security Cooperation Korea and China through determination factors of diplomatist. This has applied the diplomacy of reciprocity and this refers to develop relationships between countries, government officials and individuals through visit and exchange activities, and contribute to national interest through these developed correlations. This study drew mutually shared features of Park Geun-hye, the president of ROK and Xi Jinping, the President of the PRC through personal and political profiles. In regards to methods of foreign & security cooperation, first, continuous practice of the diplomacy of reciprocity between Korea and China. Park Geun-hye and Xi Jinping continued their conversation through personal meetings and phone calls since 2008, and became the top decision makers of two countries by securing the presidency positions. Secondly, China should advancement of south and north Korea that converts the current political and military strained relations as one of Korea's KI-Diplomacy. Fourthly, revitalize the foreign and security exchange between Korea and China by expand and practice social - cultural exchange. Fifthly, both countries to seek leading roles in opening of Korea-China-Russia era. This study recommends followings as study findings. First, president Park Geun-hye to host the 2nd Korea-China Summit by inviting president Xi Jinping to Korea. Second, practice of the Trust Process of Korean Peninsula. Third, regularize and strengthen the “Korea-China Association of National Assembly”, expand cultural exchange between Korea and China, expand and practice NGO activity and enactment of law to promote exchange students between two countries.

본 연구는 외교행위자 결정요인을 통해 한중양국의 외교안보협력방안을 모색해 보았다. 구체적으로는 ‘상호호혜외교’를 적용하였는데 상호호혜외교란 국가, 관료, 개인 상호간의 만남, 방문, 교류활동을 통해 친 분을 쌓고 이러한 상호관계형성을 통해 양국의 국익에 도움이 되는 것을 말한다. 박근혜와 시진핑의 개인적 정치적 프로파일을 통해 상호공통점을 도출하였다. 두 사람 모두 정치가문의 배경을 가지고 있었고 이공대 학출신에 중국역사를 탐독하기를 좋아하였다. 외교안보분야의 협력방안으로는 첫째, 한중간의 상호호혜외교의 지속적인 실천이다. 박근혜와 시진핑 은 2008년 정치인으로서 개인적 만남과 전화 등 대화를 지속화하였으며 각기 각 국가의 통치권자로서의 지 위를 확보함으로서 두 나라 외교에 최고결정권자가 되었다. 둘째, 중국은 강대국 및 주변국가와 우호적 관 계 유지. 셋째, 정치적․군사적 긴장관계를 협력관계로 구축시키는 남북 간의 발전은 한국의 한반도 주도외 교(KI-Diplomacy). 넷째, 한중간 사회문화교류를 확대 실천하여 외교안보교류를 활성화. 다섯째, 한-중- 러, 유라시아 시대를 여는데 양국이 선도적 역할 모색이 그것이다. 본 연구의 결과 다음 몇 가지를 제의한다. 첫째, 박근혜의 시진핑 초청 ‘제2차 한.중 정상회담의 한국개최’ 를 제의한다. 둘째, 한반도 신뢰프로세스의 실행이다. 셋째, ‘한중국회의원 협회’의 정례화 및 내실화하고 한중 문화교류의 확산과 민간외교의 확대실행, 양국 유학생 교류확대법 제정을 제의한다.
