This study attempts to refocus on Korean migrants’ origins in overseas since their political role have been expanded in South Korea due to acquisition of voting rights in 2012 election. In particular, this paper takes look at the formation of Korean Japanese (so called, Zainichi) and their activities in Japan. Zainichi forming society is a product of the colonial rule of the Japanese colonial policy in conjunction with the historical background of Korean migrant to Japan. Even though most of them are enforced migrants fulfilling the Japanese war effort of drafting and labor, their identity has been preserved by mass movement and education toward Korea orientation in some instance. Through this process, it tries to provide a pragmatic basis of a linkage between South Korea and Japan for the stability of Korean peninsula as well as how Zainichi community thinks of motherland.

본 연구는 재외동포 참정권이 보장된 2012년 대선을 시작으로 재외동포의 역할을 재조명하기 위한 시도로서 그들의 기원을 살펴보는 것을 목적으로 하고 있다. 특히, 재일동포사회 형성의 역사적 배경과 일본에서의 활동을 살펴보려고 한다. 재일동포사회의 형성이 식민지 지배의 산물이라는 점에 주목하여 일본의 식민지 정책과 연동하여 한국인의 일본 이주가 어떠한 배경 하에서 이루어졌는가를 살펴본다. 대부분의 재일동포는 징용과 노동을 위하여 일본에 의하여 이주되었지만 민족교육과 대중운동을 통하여 재일동포의 민족지향적 행태는 보존되었다고 볼 수 있다. 이 과정을 통하여 재일동포의 의식이 한국사회에 미칠 영향과 한반도의 안정을 위한 일본과의 연계성을 찾아볼 수 있는 기초자료를 만드는 데 있다.
