This article studies the establishment background of England’s citizenship education governance and principal agent and system of the citizenship education governance, cases of cooperative governance in order to gain implication related to citizenship education for the future Korean society. For a detailed tracking of the current progress, attempts of positive analysis were made based on literature research along with conducting site visits utilizing in-depth interview and observance interview. England’s citizenship education forms multi-layer network consisting of the government, various groups and NGO. And in addition to citizenship education related organization networks within England, it is progressing at the European level as well. The implication offered to Korean society is that first, there must initially be a social agreement regarding the core purpose and direction for citizenship education. Second, citizenship education approach emphasizing partnership between regions and organizations is in demand. Third, principal agents that support citizenship education must strengthen their ability via establishing specialized field and cooperative relationships.

이 글은 영국의 시민교육 거버넌스가 구축된 배경과 시민교육 거버넌스의 체계와 주체, 협력적인 거버넌스 사례를 고찰하여 향후 한국사회의 시민교육과 관련된 시사점을 얻고자 하였다. 구체적인 현황을 파악하기 위하여 문헌연구와 함께 현장방문을 실시하여 심층면접과 참관경험을 토대로 실증적인 분석을 시도하였다. 영국의 시민교육 거버넌스는 정부와 중간매개조직 그리고 NGO들이 다층적인 네트워크를 형성하고 있으며, 영국 내의 시민교육 관련 기관들간의 네트워크 뿐만 아니라 유럽의 수준에서도 진행되고 있다. 한국사회에 주는 시사점은 첫째, 시민교육의 핵심목표와 방향에 대한 사회적 합의가 우선되어야 한다는 점, 둘째, 지역 및 기관 간 파트너십을 강조하는 시민교육 접근이 요구된다는 점, 셋째 시민교육을 지원하는 주체들은 전문영역 구축과 협력관계를 통해서 역량을 강화해야 한다는 점이다.
