The current project examines socio-cultural transit factors of local government and local residents’ awareness of them. The targets were local residents and local government employees of Changwon-city(S.Korea) and Yamaguchi-city(Japan). Targets were asked about six socio-cultural transit factors: 1) geographics, 2) economics, 3) institutionalism, 4) ideologies, 5) politics, and 6) local awareness. Results suggest that there were differences between S.Korea and Japan. Additionally, there were some differences with in each country between local residents and local government employees. Forexample, there were significant differences between S.Korea and Japan regarding the ideological, political, and local awareness factors. However, the pattern of differences was similar for each country. Specifically, while there were differences between countries, the ranking of the factors with in each country was the same.

본 연구에서는 한일 양국의 지방자치에 있어서의 사회문화적 변천요인에 대한 의식을 살펴보았다. 의식조사의 대상은 한국 창원시와 일본 야마구치시의 일반주민과 공무원이다. 그리고 사회문화적 변천요인에 대한 의식을 ①지정학적 요인, ②경제적 요인, ③제도적 요인, ④사상적 요인, ⑤정치적 요인, ⑥자치의식적 요인의 6가지로 나누어 비교 고찰하였다. 비교 분석의 결과, 한일 양국의 일반주민과 공무원이 6가지의 사회문화적 변천요인 모두에서 의식의 차이를 보였다. 그러나 한일 양국의 일반주민과 공무원 모두가 사상적 요인, 정치적 요인, 자치의식적 요인에서 의식의 정도에 차이를 보였지만, 가장 높은 의식의 정도를 나타낸 부문에서는 같은 항목을 선택함으로써 한일 양국이 공통의 관심을 갖고 있음을 알 수 있다.
