- The political concept of Ugaki Kazushige who was leading figure of Japanese army in party cabinet period was the stable running of cabinet by affirming "democracy" and a "political party" under the Meiji Constitution which has not adopted parliamentary system. And he aimed at conduct unity of politics and military affairs and strengthening of the Cabinet by making a general officer participate in a party cabinet as the State Minister (army minister). Ugaki affirmed democracy as the universal political mean to improve nation’s social welfare and placing a thing which does not invade Emperor Sovereignty. He tried for the stable exercise of the Cabinet by integration of administrative power and legislative power by supporting democracy and a political party. It was understood the necessity not only total war system but also the trust in democracy for stabilization of administrative power, so he was interested in the social policy. Moreover, Ugaki aimed at expansion of minister's executive power. It can be understood from Army Minister's personnel affairs in KiyouraKeigo Cabinet. And the contrary to a civilian military minister was not defense of military authorities as the political privilege of military. It was aimed at managing a strong cabinet by the unity of politics and military through military minister as the one of Cabinet with powerful leadership maintains cooperation with the government.

- 政党内閣時代の陸軍に君臨した宇垣一成の政治構想は、議院内閣制を採用していない明治憲法下で｢デモクラシー｣と｢政党｣を肯定することで行政権の安定的な運用を図るものであった。そしてその政党主体の内閣に武官を国務大臣(陸軍大臣)として参加させることによって｢政治と軍事の一元化｣を達成し、行政権の安定化と強化を目指したものであった。宇垣は｢デモクラシー｣を、幸福の増進を目的とする普遍的な政治的目的達成の手段として、また天皇主権を侵さないものとして位置づけることで肯定した。それはデモクラシーや政党を支持することによって行政権と立法権の統合を図り、内閣の安定的運用を目指したからであった。宇垣は社会政策への関心も強かった。それは国家総動員体制構築のためだけではなく、デモクラシーへの信頼が政治的安定つまり行政権の安定化に必要であると理解していたからであった。また宇垣は清浦奎吾内閣での陸相人事問題からもわかるように大臣の執行権力の拡大を志向していた。そして軍部大臣の文官化への反対は、軍の特権としての統帥権独立の擁護ではなく、政党・政府との協調を保ちながら、武官全体を代表する強力な統率力を持つ軍部大臣が政党主体の内閣の一員を構成することで、政軍一致の強固な行政権の運用とを考えたのである。
