Environmental regulations have tightened recently not only in developed countries such as the United States and EU but also in developing countries such as China. It is because the global environment is polluted heavily by human beings to a serious degree. However, today’s environmental regulations are aimed at their own industries to safeguard and encourage industrial development. Analysis from previous studies mainly focused on environmental regulations worldwide and the responses from industries to resolve the issue at hand. Therefore, the existing studies were done from the perspective of one’s own country rather than from the position of the states subjected to regulations. This paper is intended to contribute to the Korean environmental policies through examining the Japanese environmental regulations.

최근의 국제적인 환경규제는 미국과 EU 등의 선진국은 물론이고 중국을 비롯한 개발도상국에서도 종래와 비교해 한층 강화되고 있는 실정이다. 이러한 근본적인 요인은 지구의 자연환경이 인류에 의하여 심각할 정도로 매우 많이 오염되고 있다. 그러나 오늘날의 환경규제는 그들 국가의 산업을 보호하고 산업발전에 목표를 두고 있다. 선행연구 분석은 주로 세계적으로 환경규제와 지금 당장 이러한 이슈를 해결하기 위한 산업계의 반응에 초점을 맞추고 있다. 따라서 기존의 연구는 규제를 바탕으로 둔 국가들의 위치에서가 아니라 자기 자신의 나라의 관점에서 연구가 이루어졌다. 본 논문은 일본의 환경규제 검토를 통하여 한국 환경정책에 이바지 하고자 한다.
