Through one of the policies of the public's enterprise privatization schemes, the Korea Electric Power Corporation(KEPCO) was separated into 6 new power electric business corporations in 2001. The overseas Independent Power Producer(IPP) business purpose of Korea Westernpower(KOWEPO) is to meet the needs of the privatization of the power industry and the endless competition, and accumulated technology and international competitiveness through continued growth as a company. KOWEPO is endeavoring to overcome the limited business opportunities in the field of domestic electric power and create new opportunities for the future in a bold and aggressive way. Also, KOWEPO is expanding their business sphere into overseas plant construction projects, such as the Community Energy Supply(CES) and other joint power projects with domestic private companies, and also in North Korea through energy developing projects. The objective of this article is to analyse the status of recently overseas businesses through the India Maharashtra Gas Combined Cycle, Myanmar Yangon Gas Combined Cycle, Laos Xe-Namnoy Hydro case, enabling the development of further plans to increase State-Owned Enterprises for overseas business through the status analysis. In order to analyze the status for the improvement of overseas competitiveness in State-Owned Enterprises, this paper will adopt the following key phases: First, The foreign government risk factors(licensing, ensuring a stable fuel supply conditions, the stability of the electric power sales, and financing). Second, Interest relation between participants, Third, Negotiations, Fourth, Specific overseas projects. This paper suggests alternatives as follows: 1) Overseas business risk minimization strategy implementation, 2) Governance structure for public-private sector co-operation, 3) Mutual confidence-building, 4) Forward for specialized overseas projects

해외투자사업과 관련하여 최근 민자발전시장이 각광을 받고 있는 바, 이 연구에서는 공공기관의 경쟁력 확보방안의 한 측면으로서 미얀마 양곤 가스복합 발전사업, 인도 마하라쉬트라 가스복합 발전사업 등 최근 전력산업의 해외진출 사례에 대한 현황을 한국서부발전 사례를 통해 분석하고 발전방안을 도출해 봄으로써 향후 공공기관의 해외진출 사업에 대한 정책적 함의를 제시해 보는데 연구목적을 두고자 하였다. 해외진출 사례에 대한 현황분석을 위해서는 다양한 요인들이 검토될 수 있으나 본 연구에서는 ① 해외정부 리스크 요인(인허가, 안정적 연료 공급조건 확보, 전력판매의 안정성을 확보, 금융조달) ② 참여자간 이해관계 조정 ③ 협상 ④ 특화된 해외사업 추진 전략 등의 요인을 토대로 분석을 시도하였다.. 이 연구를 통해 나타난 분석결과를 보면, 향후 발전사의 해외사업 활성화를 위해 첫째, 원활한 사업 추진을 위한 금융 지원 강화와 인허가 및 안정적 수익원 확보를 위한 전략 추진 등 해외사업 리스크의 최소화 전략 추진, 둘째, 공공-민간부문간 협력적 거버넌스 체계 구축, 셋째, 상호간 신뢰구축, 넷째, 특화된 해외사업 추진 전략 구축 등과 같은 사항이 필요할 것으로 분석되었다.
