This study explores the problems and policy issues on the 10 years of community child center governance. The community child center, of which origin is from 'study center', is expected to provide cares for children as convenient places to find peaces and as taking roles of 'a second family.' However, despite of the last 10 years of endeavors, the community child centers have not managed these roles. This study analyzed the causes and alternatives of vulnerability of the community child centers by classifying the approaches into institutional, financial, managerial, and behavioral perspectives. We found that the community child center could not provide reasonable caring services for children because of the lack of monitoring and managing the centers. Expecially, the focus group interview results indicate that performance centered evaluation system and administrative expediency are the critical factors of insufficient caring services. Therefore, this study suggested to reform governance by reinforcing the monitoring system and promoting operational supports for the community child center.

이 논문은 방과후 돌봄서비스사업의 문제점과 정책과제를 지역아동센터를 중심으로 제시하는 데 목적을 두고 있다. ‘공부방’에서 유래한 지역아동센터는 “아동에게 보살핌을 제공하는 편안한 안식처”로서 ‘제2의 가정’의 역할을 수행하는 데 근본 취지가 있다. 그러나 지난 10년간의 노력에도 불구하고 지역아동센터는 그러한 역할을 충분히 감당하지 못하고 있는 것으로 평가된다. 이 논문에서는 그 원인이 어디에 있고 무엇을 어떻게 개선하여야 하는지에 관하여 제도적, 재정적, 관리적, 행태적 관점으로 나누어 분석․고찰하였다. 그 결과, 정부는 막대한 국민의 혈세를 방과후 돌봄서비스사업(지역아동센터 지원사업)에 투입하고도 관리․감독에 소홀하여 지역아동센터가 ‘아동 돌봄’이라는 본연의 임무에 충실하지 못하게 하는 하나의 원인을 제공하고 있는 것으로 분석되었다. 특히 정부의 외형적 성과 위주의 평가시스템과 행정편의주의가 핵심적 문제로 파악되었다. 이에 따라 관리․감독 시스템을 강화하고 지역아동센터를 활성화시킬 수 있는 방안을 정책과제로 제시하였다.
