Despite the fact that decentralization has been implemented as one of the major policy issues in Korean governments including Lee Myung-bak Administration, its achievement is still far from satisfactory, implying that it will be an on-going issue in the future as well. This indicates that decentralization policies which Korean governments have pursued so far have many problems to be resolved, and it also points out that in order for the decentralization policy to be achieved as expected, it is essential to exactly identify the causes of the problems concerned. However, what have been done so far to evaluate the performance of the decentralization policies implemented by previous governments have been focused mainly on goal-achievement. As a result, those efforts are long way from comprehensive understanding of policy processes relating to decentralization. Under this background, this paper aims to evaluate the decentralization policy in Lee Myung-bak Administration, particularly focusing on its policy implementation system which include legal system, implementation system, and implementation process regarding decentralization. The analysis result shows that the decentralization policy measures taken by Lee Myung-bak Administration suit on its purposes except its implementation process. However, differently from institutional aspects relating to its implementation system, its operational effects should be reviewed in the next government, because it depends on political willingness of top policy-maker.

지방분권은 이명박 정부를 비롯한 역대정부의 주요한 정책과제로 추진되어 왔다. 그럼에도 불구하고 지방분권은 만족할만한 수준에 이르지 못하고 있으며, 지속적인 현안과제의 하나로 제시되고 있다. 이러한 결과는 역대정부가 추진한 지방분권 정책에 문제가 있다는 것을 의미하며, 따라서 지방분권의 성과를 달성하기 위해서는 문제의 원인이 정확하게 규명될 필요가 있다. 그러나 기존의 지방분권 정책에 대한 평가는 목적달성도 평가에 초점을 두어 정책과정의 포괄적 원인규명에는 다소의 한계가 있었다. 이에 따라 본 논문에서는 이명작 정부의 지방분권 정책을 대상으로 추진시스템에 대한 평가를 실시하였다. 지방분권 정책의 추진시스템은 법적장치와 추진기구 및 추진절차 등으로 구성되며, 이들 시스템의 적합성에 대해 김대중정부e와 노무현정부를 준거로 하여 이명박정부의 실태를 비교평가하였다. 평가결과에 따르면, 추진절차를 제외하고서는 대체적으로 적합성의 수준을 확보하고 있는 것으로 평가되고 있다. 다만, 추진시스템의 제도적 구조와 달리 운영적 효과는 정책결정권자의 의지에 의존적이라는 점에서 차기정부에서 충분한 검토가 필요한 과제이다.
