After conducting municipal participation of citizens in the city planning process began in earnest in the process of urban planning and changes in value are shown prominently. These ordinances from the city changes the perception of the value of the planning process were studied. For this study, the functional aspects of the content and method, the value aspect, direction and separated by side, Quinn's internal and external-oriented oriented solve contradictory dimensions by applying urban planning (growth inhibition, urban renewal, airport construction, private property rights) compared to the value of the change process was to draw. As a result of these studies, the following conclusions were obtained. First, the functional aspects of the internal-oriented participants in the first role was initially oriented control. Over time, the control orientation was reduced. External orientation member roles, expertise, such as social values, the external environment adaptation, acquisition of resources, changes in the active-oriented, while the hierarchy-oriented and control-oriented authority has been reduced. Second, in terms of value inside the participants role-oriented, professional, relationship-oriented change from decision proved to be. Urban planning in the initial value of the capital gains aesthetic value, social value, proved to be a change. Third, the urban planning of the recognition of the value of the change in the direction of the internal-oriented public interest, legal and social value of the safety sought. 지방자치제실시 후 도시계획과정에 시민들의 참여가 본격화되기 시작하면서 도시 계획과정에서 가치의 변화가 두드러지게 나타나고 있다. 이러한 의식에서 출발하여 도시계획과정의 가치변화인식을 연구 하였다. 본 연구의 내용 및 방법은 기능적 측 면, 가치적 측면, 방향성 측면으로 구분하고, Quinn의 내부지향 및 외부지향의 상호 모순 해결 차원을 적용하여 도시계획(성장억제, 도시재건, 공항건설, 사적재산권)을 비교하고, 가치의 변화 과정을 도출하고자 하였다. 이러한 연구 결과로 다음과 같은 결론을 얻었다. 첫째, 기능적 측면에서 내부지향 으로 참여자들 역할은 초기에는 통제지향에 우선하였다. 시간이 지남에 따라 통제지 향은 축소되었다. 외부지향은 참여자 역할, 전문성 등은 사회적 가치, 외부환경적응, 자원의 획득은 변화지향이 활발한 반면, 위계지향 및 통제지향은 그 권한이 축소되 었다. 둘째, 가치측면으로 내부지향은 참여자 역할, 전문성, 의사결정 등에서 관계지 향으로 변화되는 것을 알았다. 도시계획은 초기에는 자본이익가치에서 미적가치, 사 회적 가치로 변화되는 것을 알았다. 셋째, 도시계획의 가치 변화인식의 방향은 내부 지향은 공익성, 법적 안전성으로 사회적 가치를 추구하였다. 외부지향은 공유된 가 치, 인류공동문화유지를 추구하는 방향으로 변화 되었다.
