This study emphasizes youth participation in the international flow of preserving and promoting our country dichotomy of ideology and the intellectual limitations of the structure and protect the rights and participation rights of adolescents to the relevant age category for youth, parents, adults recognize the difference between the actual is validated by research. No statistically provision represents a significant difference was not right. However, participation rights age categories for the home or school youth in their own religion, the right to choose, their interest groups and clubs, club activities, the right to make their own competence for career and career choices to get the information you need rights, and peers to make the right to have the opportunity to participate in meetings, they want the right of access to information and media, to create or change rules and home rules, and when the right to participate, the right to work part-time youth etc. have shown a statistically significant group difference was found. Based on these findings challenge the development of youth participation rights guaranteed by the State and local governments for policy efforts at the level of the reinforcement of the cognitive developmental level of adolescents redefining the paradigm of youth rights and responsibilities of institutional education, not on out, early in the educational system systematically provides the opportunity to learn, because youth can receive unfair discrimination awareness-raising and promotional activities for the implementation, strengthen youth participation rights-related policies, providing opportunities for youth to access the information and infrastructure expansion have been proposed.

본 연구는 청소년참여가 강조되는 국제적 흐름속에서 우리나라의 보호와 육성이라는 이분법적 이념 과 구조의 한계를 지적하고 청소년의 보호권과 참여권에 관련 연령기준에 관한 청소년, 부모, 일반성 인간의 인식차이를 실제적으로 검증한 연구이다. 2012년 5월 1일 ~ 5월 22일까지 설문조사를 통해 청소년 52명, 부모 506명, 일반성인 301명 총 859명의 설문지를 분석한 결과 청소년, 부모, 일반 성인 과 보호권 연령기준에 있어서는 통계적으로 유의미한 차이를 나타내는 권리조항은 없는 것으로 나타 났다. 그러나 참여권 연령기준에 대해서는 가정에서나 학교에서 청소년이 자신의 종교를 선택할 수 있 는 권리, 자신이 관심있는 단체 및 동아리, 동호회 활동을 할 권리, 자신의 적성에 맞는 진로와 직업선 택을 위해 필요한 정보를 얻을 권리, 또래 친구들과 사귀고 모임에 참가할 기회를 가질 권리, 자신이 원하는 정보 및 매체에 접근할 수 있는 권리, 교칙이나 가정규칙 등을 만들거나 바꿀 때 참여할 수 있는 권리, 청소년이 아르바이트를 할 수 있는 권리 등에서 통계적으로 유의미한 집단간 차이가 나타 났음을 알 수 있었다. 이러한 연구결과에 기반하여 청소년의 참여권 보장을 위한 국가 및 지방자치단 체 차원에서의 정책적 노력의 강화, 청소년의 인지적 발달 수준에 대한 패러다임이 재정립, 청소년의 권리 및 책임에 관한 교육을 제도권 안, 밖의 교육체제내에서 조기에 체계적으로 배울 수 있는 기회 제공, 청소년이기 때문에 받을 수 있는 부당한 차별에 대한 인식제고 및 홍보활동 실시, 청소년 참여권 관련 정책 강화, 청소년의 정보접근권에 대한 기회 제공 및 인프라 확충 등이 제안되었다.
