The objective of this paper is to propose the policy proposal for more practical and efficient "Supporting and Promoting Cultural Art" to Asan City through the support case analysis for the cultural art groups of advanced countries brought to focus on the time of proclaiming "the ordinance for the supporting and promoting Cultural Art by Asan City recently. The relevant supporting budget being executed annually with the support of culture and tourism department of Asan City has been analyzed. Besides, the annual project such as the Great Admiral Yisunsin Festival, etc. by taking over the data from Asan Cultural Foundation, and the breakdown of budget execution pursuant to this have been analyzed. The various points at issue have been revealed in the support of cultural art groups or relevant projects as a result. The biggest problem is the point that the budget support by rule of thumb has being been executed without the critical mind in the customary manner without evaluation, competition. On the other hand, it has been investigated that how foreign advanced countries and cities had been supporting the cultural art groups, artists and have been conducting relevant projects. The respective implications have been proposed to Ministry of Culture, Sports and Tourism, Chungnam Province and Asan City based on the status of cultural art groups and project support of Asan City and the case analysis for foreign advanced countries and major cities. The Central Government should prepare the practical support system considering not only Metropolitan Council but also Primary Local Authorities. Chungnam Province should make an effort to construct the foundation for the development of cultural art of affiliated Cities․Counties. Asan City should support the budget with the principle and standards by classifying the authority to be supported unconditionally, the authority to be supported through the competition and the authority to be supported found by Asan City, etc.

최근 아산시가 ‘문화예술지원 및 육성에 관한 조례’를 공포한 시점에 맞춰, 해외선진국 문화예술단체 지원 사례 분 석을 통해 아산시에 보다 현실적이면서도 효율적인 ‘문화예술 지원과 육성’에 대한 정책 제언을 하는 게 목적이다. 아산시 문화관광과의 도움을 받아 연간 집행되는 문화예술 관련 지원 예산을 분석했다. 이밖에 아산문화재단으로 부터 자료를 넘겨받아 성웅이순신축제 등 연간 사업과 이에 따른 예산집행 내역을 분석했다. 이 결과 문화예술단 체 지원이나 관련 사업 지원에 있어 다양한 문제점이 노출됐다. 가장 큰 문제점은 평가도 없고 경쟁도 없는 주먹구 구식 예산지원이 관례적으로 아무런 문제의식 없이 해마다 진행되고 있었다는 점이다. 반면 해외 선진국과 주요 도시들은 어떤 방식으로 문화예술단체와 예술가를 지원하고 관련 사업을 펼치고 있는지 조사했다. 아산시 문화예 술단체 및 사업지원 현황과 해외 선진국과 주요도시 사례 분석을 토대로 문화체육관광부와 충청남도, 아산시에 각 각의 시사점을 제시했다. 중앙정부는 광역단위 뿐 아니라 기초단체까지 고려한 현실적인 지원 시스템을 마련해야 한다. 충남도는 산하 시․군 문화예술 발전을 위한 기반 조성에 힘써야 한다. 아산시는 무조건 지원할 곳과 경쟁해 서 지원해야 할 곳, 찾아서 지원해야 할 곳을 구분하는 등 원칙과 기준을 갖고 예산을 지원해야 한다.
