This study aims to draw policy implications by analyzing private education institutes' methods and characteristics of consultations for college application and career choice. For the purpose, analysis of their homepages and direct and telephone interviews were proceeded with appropriate analysis items. The result reveals four facts: Fist, private institutes' counselling systems for college entrance are relatively well developed, whereas their consultations methods for career choice are rather limited. Second, institutes specializing in career counselling were short of consultations for college entrance, vice versa. Third, though not fully yet, they are connected and the connection is expected to expand. Fourth, expenditures on these consultations will increase as they are provided with customized counselling based on customers' needs Therefore, the government should take effective measures after thorough examination on status of private institutes' consultation services and causes of their prevalence. Also, it needs to have public schools provide comprehensive consultation systems for study plans, career choice and college entrance, altogether. As a solution, suggested here is establishment of comprehensive services by EBS, in which general diagnoses on students, consultations on career choice, college entrance as well as contents for study subjects are provided.

본 연구는 현행 입시제도에 근거하여 이루어지고 있는 사교육 진로진학컨설팅의 내용과 특징을 분석하여 정책적 시사점을 도출하는 데 목적을 두었다. 이러한 목적 달성을 위해 타당한 분석항목을 설정하여 사교육기관 홈페이지 분석을 통해 진로진학컨설팅 내용을 파악하여 분석하였다. 분석 결과, 사교육 기관의 진로진학컨설팅은 첫째, 진학컨설팅은 비교적 충실하였지만, 진로컨설팅은 매우 빈약하였다. 둘째, 진로컨설팅을 전문적으로 하는 기관은 진학컨설팅이 미흡하고, 진학컨설팅을 주로 하는 기관은 진로컨설팅이 빈약하였다. 셋째, 진로컨설팅과 진학컨설팅은 미흡한 수준이나마 상호 연계되어 있으며, 앞으로 좀 더 확대될 것으로 추정되었다. 넷째, 진로진학컨설팅이 학생·학부모의 요구에 기반하여 개별 맞춤형으로 제공되어 사교육비 증가 요인이 될 것으로 추정되었다. 따라서 정부는 사교육 기관의 진로진학컨설팅 실태와 그 원인을 정확히 조사하여 효과적인 대책을 수립하여야 한다. 나아가 공교육기관에 있어서 진로교육에 진학컨설팅, 학습컨설팅을 결합한 종합적인 교육컨설팅 서비스 제공을 위한 노력이 필요하다. 이를 위한 방안으로 EBS를 중심으로 한 종합적인 교육서비스체제를 구축하고 이를 활용할 것을 제안하였다.
