This study aims at investigating limitations of the current correctional program implementation and introducing new correctional program accreditation system in South Korea. Through accreditation procedure, numerous correctional facilities could maintain a balance between public safety and offender rehabilitation by implementing more professional programs. Due to the absences of commission or panel of accreditation, there has been no crucial development of national standards in developing standardized correctional programs. In this context, the current study conducts survey toward practitioners(N=205) in order to find out whether or not they agree to adapt new standards and accreditation system that are able to address correctional services significant to effective correctional management in both prison and probation offices. The outcomes showed that majority of respondents believed that the Ministry of Justice should adopt a new accreditation system and provide correctional agencies with a brief summary of criteria of obtaining correctional accreditation. In addition, the results suggested that the practitioners had serious considerations of adopting correctional accreditation system because it could draw on a number of effective program elements and would resolve significant issues in correctional resources and management. Furthermore, practitioners in prisons and probation offices believed that the government needs to adopt for the structured programme by organizing independent panel or commission for correctional program accreditation. Approximately 38.0% of total respondents revealed that the potential program accreditation panel should be developed as the part of the independent organization, while 16.1% of sample disagreed to separate the correctional accreditation panel from the Ministry of Justice. Further policy implication regarding accreditation panel and implementation audit will be discussed.

본 연구는 교정 실무자들을 상대로 설문조사를 실시하여 “교정프로그램 인증제(correctional program accreditation)” 도입에 관한 의견을 조사하는데 목적이 있다. 현재 교정시설에서 다양한 교정프로그램이 운영되고 있으나, 운영 주체의 전문성이나 프로그램 환경, 배경이론, 지원정도, 참여대상 등이 각 시설마다 상이하여 수많은 교정활동이 전국 단위에서 표준화․전문화되기 어려운 상황이다. 또한, 구금시설에서 이루어지는 교정프로그램과 보호관찰에서 실시되는 수강명령 프로그램 역시 시설내교정과 사회내교정을 대표함에도 불구하고 통합된 인증 시스템을 갖추고 있지 않다. 이에 본 연구에서는 미국의 교정 인증제도 및 교정프로그램 인증위원회 내용을 소개하고, 우리나라 교정 실무자 205명을 대상으로 인증제 도입 찬반에 관한 의견을 조사한다. 설문 결과, 두 기관 모두에서 실무자 대다수의 교정프로그램 인증제 도입에 찬성하는 것으로 나타났다. 응답자의 절반 이상이 국가 인증제 도입 자체에는 긍정적이고, 인증제를 통해 교정프로그램의 수준과 질(quality)이 높아질 것이라고 기대하는 것으로 나타났다. 그러나 인증기구 설립위치 측면에서는 다소 상이한 반응이 나타났는데, 응답자의 38.0%만 외부에 설립된 독자적 인증기구에 찬성했고, 전체의 16.1%는 조직외부 독자적 인증기구 설치에는 반대하는 입장을 보인 것이다. 인증제 도입의 필요성에는 전반적으로 찬성하면서도 인증기구 설립위치에는 다소 신중한 태도를 보이고 있는 바, 향후 우리나라 교정프로그램 인증제 도입 논의 시 실무자 의견과 외국 사례를 고려하여 그 탄력적 운영이 초기 계획 단계에서부터 보다 효과적으로 이루어지게 해야 할 것이다.
