Attaining an communal agreement on the value of the arts and its legitimacy in society is the precondition for preserving the autonomy of the arts. As a case for yielding such agreement, this paper reviews Culture Wars (1989-1998) in the U.S., which brought the threat of the National Endowments for the Arts. By doing so, the two principles before Culture Wars ― excellence vs. accesses; and the other two after Culture Wars ― the intrinsic and instrumental benefits of the arts will be look into for the further analysis. The aim of this study is to elaborate on the usefulness of adopting social capital theory in understanding the social impact of the arts and its relevance for constructing a theoretical framework for achieving a communal agreement on the social value of the arts.

예술의 가치에 대한 합의와 그에 대한 사회적 정당성은 예술의 자율성 확보를 위한 전제조건이며 정책적 지원의 근거자료이다. 본 논문에서는 예술의 가치에 대한 사회적 합의 과정의 한 사례로, 미국 National Endowments for the Arts(NEA)의 위기를 가져왔던 문화전쟁(1989-1998)의 배경과 그 과정을 살펴본다. 문화전쟁 전후를 기준 으로 예술의 사회적 가치의 초기개념이었던 예술의 우수성과 접근성을, 이후 예술옹 호론자들이 논쟁의 발판으로 삼았던 예술의 본질적 혜택과 도구적 혜택의 개념과 그 배경을 이해하고 분석한다. 이를 바탕으로, 본 논문은 예술의 가치에 대한 사회적 합의와 사회적 정당성 획득에 필요한 이론적 틀의 하나로 사회자본이론(Social Capital Theory)의 유용성과 예술의 사회적 영향과의 연계성을 설명하는 것을 그 목적으로 한다.
