The purpose of this paper is to explore the intergovernmental relationship forged to develop regional film policy in Korea and France. The most important feature of this cooperative program is that the central government subsidies and the budgets of local governments are brought together to compose matching funds to promote regional film cultures and industries. In France, the CNC(Centre national du cinéma et de l'image animée) has developed the “1 euro for 2 euro policy”, which simply means that the CNC invests one euro to encourage the local government to invest two euro. It has developed in order to improve the regional environment in an effective way. However, in Korea, the support system of the Ministry of Culture, Sports and Tourism and the Korean Film Council, as the central government and agency, doesn’t combine with local programs for its overall aim. Recently, the activities of local Film Commissions have begun to attract support and investment for creative productions from location shooting services. Even if several cases, such as the HD film production support program of Jellabukdo, international film festival promote program and local cultural cluster projects, have been created through the matching funds afforded by an intergovernmental relationship, these activities aren't based on the specialization strategy of each province. It is important to make a cooperative model between local and central governments and agencies as a means to vitalize regional film business.

본 논문은 지역협력형 영상정책 사례를 통해 지역의 영상산업이 중앙과 긴밀하게 결합할 수 있는 가능성을 모색하고자 하였다. 지역협력형 사업의 가장 큰 특징은 중앙 부처의 국고 및 영화발전기금과 지방자치단체의 예산이 매칭으로 추진된다는 점이다. 프랑스 국립영화센터(이하 CNC)는 “2유로를 위한 1유로 정책(1 euro pour 2 euro)”을 중심으로 지자체와 중앙 지원기구 간의 협력모델을 발전해 왔다. 우리나라 영화분야의 지원은 중앙 지원기구와 지자체 중심의 영상위원회 및 관련 단체가 각기 운영되는 분산된 형태를 취하고 있으며, 일부 사업에 있어서만 국비 및 영화발전기금과 지자체의 시비 및 도비가 매칭으로 협력한 사례가 있다. 전북도의 HD영화 제작지원 사업, 글로벌 국제영화제 육성지원 사업, 지역미디어센터사업, 부산영상도시 육성사업 등이다. 최근 지역의 영상위원회의 활동은 촬영유치나 서비스에서 나아가 직접적인 창작지원과 투자, 제작으로 발전하고 있다. 그러나 지역의 영상산업발전에 있어 중요한 중앙과 지역의 연계성확보와 전체의 균형발전을 위한 정책은 아직 부족한 상황이다. 지역의 영상제작 활성화라는 정책목표를 실현하기 위해서는 전체를 조망하되 지역과의 협력을 통해 예산을 마련하고 역량을 확보하는 것이 중요하다.
